This book is open access under a Creative Commons license. This authoritative book presents the ever progressing state of the art in evaluating climate change strategies and action. It builds upon a selection of relevant and practical papers and presentations given at the 2nd International Conference on Evaluating Climate Change and Development held in Washington DC in 2014 and includes perspectives from independent evaluations of the major international organisations supporting climate action in developing countries, such as the Global Environment Facility. The first section of the book sets the stage and provides an overview of independent evaluations, carried out by multilateral development banks and development organisations. Important topics include how policies and organisations aim to achieve impact and how this is measured, whether climate change is mainstreamed into other development programs, and whether operations are meeting the urgency of climate change challenges. The following sections focus on evaluation of climate change projects and policies as they link to development, from the perspective of international organisations, NGO’s, multilateral and bilateral aid agencies, and academia. The authors share methodologies or approaches used to better understand problems and assess interventions, strategies and policies. They also share challenges encountered, what was done to solve these and lessons learned from evaluations. Collectively, the authors illustrate the importance of evaluation in providing evidence to guide policy change to informed decision-making.

Climate change has become one of the most important global issues of our time, with far-reaching natural, socio-economic, and political effects. This Open Access book deals with the pressing question of how to achieve transformational change that reconciles development with environmental sustainability. It particularly focuses on the role of evaluation in finding sustainable solutions. Environment and development are closely interlinked, as are human health and ecosystem health. The pandemic that began in 2020 demonstrated in no uncertain terms how destruction of habitats has allowed hitherto unknown pathogens spill over to humans wreaking havoc on people’s lives and livelihoods. We are already seeing the impacts of global climate change in terms of heatwaves, forest fires and increased storms. The Sustainable Development Goals (SDGs) explicitly recognize the equal importance of the social, economic and environmental dimensions of development. In these turbulent times, when humankind faces multiple complex challenges it is essential to know that our responses are effective and that they make a positive difference. Evaluation can provide invaluable lessons to how we design policies, strategies and programs and how we allocate limited resources between competing priorities. This book brings together key thinkers and practitioners from the public and private sectors, from major multilateral organizations and from bilateral donor agencies, to present the latest knowledge and experience on how to evaluate interventions in the nexus of environment and development. The book does not promote any particular approach or methodology, but rather emphasizes the need for mixed methods to address the question at hand in the best and most suitable manner. It covers cases from a variety of fields, from climate change mitigation and adaptation, energy efficiency and renewable energy, natural resources management, biodiversity conservation and more. This book is not a conference proceedings although it has its roots in the Third International Conference on Evaluating Environment and Development organized by the GEF Independent Evaluation Office in October 2019. The conference brought together a larger number of established and upcoming evaluators, researchers and evaluation users from the Global North and South, representing a wide variety of organizations, to discuss the frontiers of environment and development evaluation. Following the conference, the editors identified and contacted the participants who made key contributions at the conference and asked them to develop their ideas and papers into book chapters according to a coherent plan.

This is Part 1 This report was prepared by the U.S. Environmental Protection Agency's (EPA's) Air, Climate, and Energy (ACE) research program, located within the Office of Research and Development, with support from the Cadmus Group. The ACE research program provides scientific information and tools to support EPA's strategic goal of taking action on climate change in a sustainable manner. Such action includes both mitigation, which involves reductions in the movement of heat-trapping greenhouse gases into the atmosphere, and adaptation, which involves preparing for and adjusting to the expected future climate. Both are important, but this report focuses on adaptation to climate change. Climate change impacts are diverse, long-term, and not easy to predict. Adapting to climate change is difficult because it requires making context-specific and forward-looking decisions regarding a variety of climate change impacts and vulnerabilities when the future is highly uncertain. Cities are on the front line for responding to potential climate change impacts, but often do not know precisely the qualities or characteristics that make them vulnerable or resilient to different impacts. This report supports the goal of taking action on climate change in a sustainable manner by developing a conceptual framework of urban resilience to climate change and using rigorously selected indicators to assess community resilience to climate change. This framework is then successfully applied to two different communities (Washington, DC and Worcester, MA) to evaluate their levels of resilience to climate change. Results support the usefulness of this indicator-based approach in identifying traits that enhance or inhibit each community's resilience to focus adaptation planning on issues and areas that are least resilient to climate change impacts.

This evaluation assesses the extent to which FAO adopted an effective, coherent and transformative approach to its work on climate action from 2015 to 2020, by contributing to the achievement of SDG 13 targets and the Paris Agreement. The methodology included portfolio analysis, quantitative content analysis of over 500 documents, participatory stakeholder workshops, desk reviews, interviews with 488 stakeholders, analysis of key FAO products, 3 global surveys, and 13 country case studies. The evaluation’s findings are (i) FAO’s Strategic Framework is aligned with SDG 13 and the Paris Agreement. However, FAO has not expressed a long-term vision on its leadership role in agriculture for climate action; nor does FAO governance yet reflect a clear and strategic focus on its mission on climate action; (ii) The 2017 Climate Change Strategy has effectively supported FAO’s work, but it is not fully integrated into corporate decision-making; (iii) FAO has made relevant contributions by supporting national capacity building for climate action; (iv) FAO’s contributions to SDG 13 and the uptake of products and tools are not systematically monitored and reported; (v) There is little alignment of portfolios between divisions and no systematic approach to trade-offs. Consequently, the root causes of climate change on agriculture are not being addressed in an integrated way; (vi) FAO has strong capacity, but the current business model results in uneven distribution of human and financial resources and in fragmented, short-term projects reach; (vii) FAO contributed to climate adaptation and mitigation by collaborating with Members and other partners, although it has engaged less in innovative partnerships with the private sector, financing institutions and civil society; (viii) FAO has progressed on the inclusion of gender-specific climate action initiatives. The recommendations of the evaluation include developing a corporate narrative on climate change and food systems; formulating a new Climate Change Strategy and action plan; improving the climate change labelling of its project portfolio; mainstreaming climate action into all offices, divisions and levels, and including coordination and guidance to embed procedures in the project cycle, quality assurance and learning mechanisms; adopting a climate action-focused programmatic approach; running an assessment to identify capacity gaps, needs and opportunities and, accordingly, strengthening the capacity of staffing, funding and inter-office communication; enhancing its partnerships and seeking out innovative partnerships; and mainstreaming the core “leave no one behind” by including women, youth, the extreme poor, indigenous peoples and other vulnerable groups.
