Fifteen years ago, New Jersey became the first of over twenty states to introduce the family cap, a welfare reform policy that reduces or eliminates cash benefits for unmarried women on public assistance who become pregnant. The caps have lowered extra-marital birth rates, as intended but as Michael J. Camasso shows convincingly in this provocative book, they did so in a manner that few of the policys architects are willing to acknowledge publicly, namely by increasing the abortion rate disproportionately among black and Hispanic women. In Family Caps, Abortion, and Women of Color, Camasso (who headed up the evaluation of the nations first cap) presents the caps history from inception through implementation to his investigation and the dramatic attempts to squelch his unpleasant findings. The book is filled with devastatingly clear-cut evidence and hard-nosed data analyses, yet Camasso also pays close attention to the reactions his findings provoked in policymakers, both conservative and liberal, who were unprepared for the effects of their crude social engineering and did not want their success scrutinized too closely. Camasso argues that absent any successful rehabilitation or marriage strategies, abortion provides a viable third way for policymakers to help black and Hispanic women accumulate the social and human capital they need to escape welfare, while simultaneously appealing to liberals passion for reproductive freedom and the neoconservatives sense of social pragmatism. Camasso's conclusions will please no one along the political spectrum, making it all the more essential for them to be studied widely. A classic example of what can happen to research and the researcher when research findings become misaligned with political goals and strategies, Family Caps, Abortion and Women of Color is sure to foment a contentious but vital discussion among all who read it.

The Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996 fundamentally changed the nation's social welfare system, replacing a federal entitlement program for low-income families, called Aid to Families with Dependent Children (AFDC), with state-administered block grants, the Temporary Assistance for Needy Families (TANF) program. PRWORA furthered a trend started earlier in the decade under so called "waiver" programs-state experiments with different types of AFDC rules-toward devolution of design and control of social welfare programs from the federal government to the states. The legislation imposed several new, major requirements on state use of federal welfare funds but otherwise freed states to reconfigure their programs as they want. The underlying goal of the legislation is to decrease dependence on welfare and increase the self-sufficiency of poor families in the United States. In summer 1998, the Office of the Assistant Secretary for Planning and Evaluation (ASPE) of the Department of Health and Human Services (DHHS) asked the Committee on National Statistics of the National Research Council to convene a Panel on Data and Methods for Measuring the Effects of Changes in Social Welfare Programs. The panel's overall charge is to study and make recommendations on the best strategies for evaluating the effects of PRWORA and other welfare reforms and to make recommendations on data needs for conducting useful evaluations. This interim report presents the panel's initial conclusions and recommendations. Given the short length of time the panel has been in existence, this report necessarily treats many issues in much less depth than they will be treated in the final report. The report has an immediate short-run goal of providing DHHS-ASPE with recommendations regarding some of its current projects, particularly those recently funded to study "welfare leavers"-former welfare recipients who have left the welfare rolls as part of the recent decline in welfare caseloads.

"Good government" is commonly seen either as a formidable challenge, a distant dream, or an oxymoron, and yet it is the reason why Wisconsin led America toward welfare reform. In this book, Lawrence Mead shows in depth what the Badger State did and--just as important--how it was done. Wisconsin's welfare reform was the most radical in the country, and it began far earlier than that in most other states. It was the achievement of legislators and administrators who were unusually high-minded and effective by national standards. Their decade-long struggle to overhaul welfare is a gripping story that inspires hope for better solutions to poverty nationwide. Mead shows that Wisconsin succeeded--not just because it did the right things, but because its government was unusually masterful. Politicians collaborated across partisan lines, and administrators showed initiative and creativity in revamping welfare. Although Wisconsin erred at some points, it achieved promising policies, which then had good outcomes in terms of higher employment and reduced dependency. Mead also shows that these lessons hold nationally. It is states with strong good-government traditions, such as Wisconsin, that typically have implemented welfare reform best. Thus, solutions to poverty must finally look past policies and programs to the capacities of government itself. Although governmental quality is uneven across the states, it is also improving, and that bodes well for better antipoverty policies in the future.
