This two-volume set discusses recent approaches and technological innovations for sustainable agriculture in smallholder farming systems impacted by climate change. The systems covered include crop-based agricultural production, as well as aquaculture and livestock production as related systems using similar techniques to combat food security issues brought about by climate change and resource overuse. The chapters detail innovations involving crop diversification, soil resilience management, geoinformatics and land suitability monitoring for smart farming, information technology in livestock production, and nutrient resource management in fishery aquaculture. Governments have turned to FAO for support in identifying and assessing options for reforming policies on food and agriculture through the “Monitoring and Analysing Food and Agricultural Policies” (MAFAP) programme. While the first phase of FAO’s efforts concentrated more on conducting policy analysis and measuring public expenditures, this second phase built on the first phase’s outcomes to support policy reforms across Southern Asia and sub-Saharan Africa. MAFAP has been found to be an effective and well-positioned influencer of policy reforms in the agricultural sector. However, there are areas of improvement for this programme, including: i) increased resources to better address increasing policy support demand; ii) more strategic planning; iii) more formal institutionalization and more engagement with civil society and the private sector; iv) more coherence at country level in conducting preliminary analysis; and v) improvement to its knowledge management system in order not to lose its institutional memory.

It is widely agreed that reducing poverty in Africa south of the Sahara (SSA) depends largely on stimulating growth in agriculture. To this end, heads of state in Africa rallied to form the pan-African Comprehensive African Agriculture Development Programme (CAADP) with the goal of raising investments and improving strategy implementation. However, while implementing an agricultural agenda under the CAADP framework, more and more countries have realized that increasing public investment in agriculture alone is not enough. Policy can play an important role not only to make public investment more efficient, but also is crucial for incentivizing private sector and farmer investment in agriculture. Against this backdrop this paper takes stock of current agricultural policies in SSA with a view to identifying policies that are working as well as areas for improvement. The paper examines policies to encourage the adoption of agricultural inputs, initiate greater private-sector investment in agriculture and agro-industries, and manage price volatility while encouraging openness. The paper further reviews successful land tenure policies and property rights systems, reviews the evidence on the synergies between agriculture and nutrition, and examines how CAADP is laying the institutional architecture for improved policy formulation in Africa. In general, the paper finds that although substantial progress has been made, there is considerable scope for improvement. This is not surprising given the relatively primitive and deeply rooted nature of smallholder farming in Africa. Evidence synthesized in the paper supports the view that most policies cannot be implemented in isolation. Rather, policies tend to be most effective when implemented along with complementary policies and public investments.

With the current Second Growth and Transformation Plan (2015-2020), the Government of Ethiopia expects the agro-industrial sector to play key role in economic growth of the Country. Accordingly, the creation of Integrated Agro-Industrial Parks has been identified as one of the key mechanisms for accelerating the development of the sector and the structural transformation of agriculture. Agro-industrial parks will play a significant role in transitioning Ethiopia from an agricultural-led into an industrial-led economy. In view of that, the development of Integrated Agro-Industrial Parks has been prioritized in Ethiopia’s national development strategy and four Agro-Industrial Growth Corridors have been selected for piloting the establishment of four Integrated Agro-Industrial Parks. The initiative aims at driving the structural transformation of the Ethiopian economy while reducing rural poverty and creating a better environment for increased investments in agro-processing and allied sectors. Since 1981, FAO has been a strong partner of the Government of Ethiopia towards the achievement of national food security and economic growth goals. FAO is working closely with the Ministry of Agriculture and Natural Resources to empower value chain actors and to promote inclusive, efficient and sustainable agricultural value chains. The present document is the first one of a series of detailed analyses of prioritized commodities, which will lead to inclusive, sustainable and stronger agricultural value chains in the Agro-Commodities Procurement Zone of the pilot Integrated Agro-Industrial Park in Central-Eastern Oromia.

The SELEVER study is a five-year impact evaluation designed to address key knowledge gaps on the impact of a poultry value chain intervention on the diets, health, and nutritional status of women and children in Burkina Faso. This report qualitatively examines the SELEVER program’s impact on women’s empowerment and intra-household gender dynamics in relation to food production and allocation, as well as control and use over poultry resources in the study areas. Six villages across five provinces were purposively selected for this study. Data were collected using multiple qualitative methods. In each village, we conducted four sex-disaggregated focus group discussions, and semi-structured individual interviews were held with a man and a woman from two different households. Sex-disaggregated seasonal calendars were created for half of the villages. Interviews were also conducted with project service providers in each community, including group leaders (n=13), voluntary vaccinators (n=10), and poultry traders (n=6). A mix of inductive and deductive thematic coding guided the analysis of the data. Men and women participants described an empowered woman in terms of her confidence, how she spent her time, financial capacity, and freedom of movement. SELEVER beneficiaries illuminated how gender norms were shifting related to household activities and women’s empowerment, such that young boys are now washing dishes and women earn additional incomes from raising her own poultry. Yet results suggest that women’s empowerment may threaten men and their masculinity, an important tension of which SELEVER and other projects should be cognizant. Participants perceived that while SELEVER has increased women’s access to the necessary resources and capacity to raise quality poultry, and their incomes, women still lack full latitude to make decisions around when to sell or kill their bird. Instead they must rely on their husbands’ permission. Beneficiaries are more aware of the benefits of consuming poultry products, yet barriers persist for actual consumption. This report further details the intersectional nature of these findings, which will be important to consider. The differences in women’s role in monogamous versus polygynous households is especially important to consider in interpreting the program impacts and further strengthening the program delivery activities. The SELEVER program has improved outcomes for women across the village sites in terms of empowerment, awareness raising, and behavior change. Yet barriers and challenges, often rooted in social norms, persist for women’s involvement in poultry production, their empowerment, and the potential for the SELEVER program to improve diets of household members.

Finding innovative and useful measurement practices for community development projects is gaining in importance as policymakers increase the demands for accountability. This book examines some of the latest efforts to document the effectiveness of local development efforts. The types of documentation differ by types of project, jurisdiction, and country but they have a common focus of recognizing the importance of the Community Capitals framework. Public agencies in the past have often measured development successes by the number of jobs created and/or amount of private investment forthcoming. However, the impacts of community development reach much deeper than those indicators. Strengthening local decision-making capacity is a common component of development efforts as is engaging populations that, in the past, have not been active in decision-making. These and other considerations are explored in more detail by authors in this volume. Local policymakers and practitioners will be continually pressured to provide more documentation of outcomes and readers will gain considerable insights into alternative approaches that can be included in projects but can also see the common elements needed to create a solid measurement system.
