Assessing teaching effectiveness in community colleges creates many challenges. Our community college received two recommendations as part of its reaccreditation process: to develop a more cohesive performance evaluation process and to create a model to assess student learning outcomes. In response to these recommendations, I proposed the framework for the formulation of a policy for teaching evaluation at our community college based on evidence of student learning. The framework for the policy was developed utilizing the following research methods: (a) a review of the literature, (b) examination of current college documents, (c) interviews with staff, (d) pilot studies based on guidelines Teacher Education Accreditation Council for the accreditation of teacher education programs based on evidence of student learning, and (e) faculty evaluation and student evidence surveys. My research revealed that the components of most available faculty evaluations were inconsistent. To use a summative process, a formative process, or a combination of the two processes seemed to add confusion to an instrument. Also, using the same format to evaluate teaching and/or determine promotions or tenure complicated the issue even further. Additionally, our faculty did not consider student evaluations of the faculty's teaching as the most reliable source of information regarding quality teaching. Based upon this information, I concluded that the traditional methods used to evaluate teaching may not be the most effective process. However, documented evidence of student learning outcomes may offer valid and persuasive information regarding teaching effectiveness. Instructors participating in an evidence-based process would submit a compilation of materials that identified the learning outcomes students were expected to achieve as a result of taking a course or completing a program. Providing evidence of the students' achievement of these outcomes could be the most effective means of measuring teaching effectiveness. Because faculty evidence of teaching effectiveness is not currently a factor in the salary increments or promotion policies at our college, our faculty's participation in any scheme to evaluate their teaching would have to be based upon their view that it was worth their time and effort to participate and that they would derive some benefit from building a case based on the evidence of their students' accomplishments of the effectiveness and quality of their teaching at the college. My task was to create a framework in which the formulation of a policy for measuring teacher effectiveness would be accepted and welcomed by our faculty and also meet the requirements of our regional accreditor. This framework was based upon the faculty's views, obtained in interviews and surveys, of what they considered valid evidence of their effectiveness as teachers. My proposal was to pilot a system of evaluation with one unit in the college that would be effective and appealing so that it could be easily extended to other departments at the college.
