Over the past decade, Congress passed legislation to address its concern regarding allegations of contractor and U.S. Forces' involvement in sexual slavery, human trafficking, and debt bondage. Prior to 2000, allegations of sexual slavery, sex with minors, and human trafficking involving U.S. contractors in Bosnia and Herzegovina led to administrative and criminal investigations by U.S. Government agencies. In 2002, a local television news program aired a report alleging that women trafficked from the Philippines, Russia, and Eastern Europe were forced into prostitution in bars in South Korea frequented by U.S. military personnel, which resulted in an investigation and changes in DoD policy. In 2004, official reports chronicled allegations of forced labor and debt bondage against U.S. contractors in Iraq. These incidents, when confirmed, were contrary to U.S. Government policy regarding official conduct1 and reflected poorly on DoD. Our specific objective was to review a sample of DoD contracts for compliance with the "Trafficking Victims Protection Act of 2000," 22 U.S.C. 78 (2010), as amended, and to summarize DoD CTIP investigative efforts. We examined 240 contracts solicited, awarded, or administered by Army, Navy, and Air Force commands, as well as the Defense Agencies in the Islamic Republic of Afghanistan. Our contract sample consisted of construction and service contracts, each with a total value of $5 million or more and with a period of performance in FY 2011. We believe that this sample met the "heightened risk" standard stated in the statute (e.g., an increased opportunity "that a contractor may engage, knowingly or unknowingly, in acts related to trafficking in persons").

"Human trafficking is more than a violation of human rights: it is also a threat to national security, economic growth, and sustainable development," warns a new Council Special Report, Ending Human Trafficking in the Twenty-First Century. However, the United States "lacks sufficient authorities and coordination across the federal government to address human trafficking adequately, instead treating this issue as ancillary to broader foreign policy concerns." "Critics who challenge the allocation of political and financial capital to combat human trafficking underestimate trafficking's role in bolstering abusive regimes and criminal, terrorist, and armed groups; weakening global supply chains; fueling corruption; and undermining good governance," write Council on Foreign Relations (CFR) Senior Fellows Jamille Bigio and Rachel B. Vogelstein. Trafficking generates $150 billion in illicit profits, and "an estimated twenty-five million people worldwide are victims-a number only growing in the face of vulnerabilities fueled by the COVID-19 pandemic." Despite efforts by multilateral institutions and governments around the world, the authors explain that "anti-trafficking efforts are undermined by insufficient authorities, weak enforcement, limited investment, and inadequate data." To address these gaps, the Joe Biden administration "should lead on the global stage . . . by strengthening institutional authorities and coordination, improving accountability, increasing resources, and expanding evidence and data," the authors contend. Specifically, it should "enact due diligence reforms to promote corporate accountability for forced labor in supply chains," including by expanding the U.S. National Action Plan to Combat Human Trafficking; "reform labor recruitment systems to combat the exploitation of migrant workers"; "increase trafficking prosecutions by scaling the successful U.S. anti-trafficking coordination team model, which includes law enforcement, labor officials, and social service providers"; "leverage technology against human trafficking; and increase investment to counter it"; and "enlist leaders in the private, security, and global development sectors to propose innovative and robust prevention and enforcement initiatives." Such efforts will advance U.S. economic and security interests by boosting GDP with improved productivity and human capital, and saving governments the direct costs of assisting survivors. By elevating the issue, Bigio and Vogelstein conclude, "human trafficking can be eradicated with a comprehensive and coordinated response."

This publication is the second in a series of lessons learned reports which examine how the U.S. government and Departments of Defense, State, and Justice carried out reconstruction programs in Afghanistan. In particular, the report analyzes security sector assistance (SSA) programs to create, train and advise the Afghan National Defense and Security Forces (ANDSF) between 2002 and 2016. This publication concludes that the effort to train the ANDSF needs to continue, and provides recommendations for the SSA programs to be improved, based on lessons learned from careful analysis of real reconstruction situations in Afghanistan. The publication states that the United States was never prepared to help create Afghan police and military forces capable of protecting that country from internal and external threats. It is the hope of the Special Inspector General for Afghanistan Reconstruction (SIGAR), John F. Sopko, that this publication, and other SIGAR reports will create a body of work that can help provide reasonable solutions to help United States agencies and military forces improve reconstruction efforts in Afghanistan. This report examines how the U.S. government -- primarily the Departments of Defense (DOD), State, Treasury, and Justice (DOJ), and the U.S. Agency for International Development (USAID) -- understood the risks of corruption in Afghanistan, how the U.S. response to corruption evolved, and the effectiveness of that response. The report identifies lessons to inform U.S. policies and actions at the onset of and throughout a contingency operation and makes recommendations for both legislative and executive branch action. This analysis reveals that corruption substantially undermined the U.S. mission in Afghanistan from the very beginning of Operation Enduring Freedom. It concludes that failure to effectively address the problem means that U.S. reconstruction programs, at best, will continue to be subverted by systemic corruption and, at worst, will fail. Security sector reform (SSR) and small arms and lights weapons (SALW) reduction and control programmes have become staples of peacebuilding policy and practice in fragile, failed and conflict-affected states (FFCAS). There is wide agreement in the peacebuilding field that the two areas are intricately interconnected and mutually reinforcing. However, this consensus has rarely translated into integrated programming on the ground. Drawing on a diverse set of case studies, this paper presents a renewed argument for robust integration of SSR and SALW programming. The failure to exploit innate synergies between the two areas in the field has not merely resulted in missed opportunities to leverage scarce resources and capacity, but has caused significant programmatic setbacks that have harmed wider prospects for peace and stability. With the SSR model itself in a period of conceptual transition, the time is ripe for innovation. A renewed emphasis on integrating SSR and SALW programming in FFCAS, while not a wholly new idea, represents a potential avenue for change that could deliver significant dividends in the field. The paper offers some preliminary ideas on how to achieve this renewed integration in practice.

In a dramatic unveiling of the little-known world of contracted military logistics, Adam Moore examines the lives of the global army of laborers who support US overseas wars. Empire's Labor brings us the experience of the hundreds of thousands of men and women who perform jobs such as truck drivers and administrative assistants at bases located in warzones in the Middle East and Africa. He highlights the changes the US military has undergone since the Vietnam War, when the ratio of contractors to uniformed personnel was roughly 1:6. In Afghanistan it has been as high as 4:1. This growth in logistics contracting represents a fundamental change in how the US fights wars, with the military now dependent on a huge pool of contractors recruited from around the world. It also, Moore demonstrates, has social, economic, and political implications that extend well beyond the battlefields. Focusing on workers from the Philippines and Bosnia, two major sources of "third country national" (TCN) military labor, Moore explains the rise of large-scale logistics outsourcing since the end of the Cold War; describes the networks, infrastructures, and practices that span the spaces through which people, information, and goods circulate; and reveals the experiences of foreign workers, from the hidden dynamics of labor activism on bases, to the economic and social impacts these jobs have on their families and the communities they hail from. Through his extensive fieldwork and interviews, Moore gives voice to the agency and aspirations of the many thousands of foreigners who labor for the US military.
