Chemical production, use and disposal will continue to increase worldwide; assessments and forecasts predict that global chemical sales will grow by about 3 percent per year until 2050, the major part of which will take place in Asia. South-East Asian countries in particular have shown strong industrial growth in agriculture during the last two decades. Many countries in Southeast Asia lack the capacity to handle chemicals management issues and are in great need to develop institutions, legislation, knowledge and general awareness. The countries face many challenges in the area of chemicals management, in particular pesticide governance. The intensive and often insufficiently controlled use of pesticides in the large agriculture sector is a major part of the issue. The programme “Towards a Non-Toxic Environment in South-East Asia” was designed and funded by Sida and coordinated by KemI. It was implemented in association with the FAO RAP; PAN-AP and TFA, which aimed to reduce health and environmental risks by monitoring, regulating and managing agricultural, industrial and consumer chemicals around the . This evaluation assessed the role and contributions of FAO against the programme outcome-level results: (i) strengthened regulatory framework for the control and registration of pesticides; and (ii) adoption and economic benefits of the community-level Farmer Field School (FFS) activities in all partner countries within Phase II. In addition, the evaluation assessed FAO’s work on gender mainstreaming, communication and follow-up actions taken in response to the 2016 mid-term evaluation.

Over the past 30 years, the FAO regional office in Bangkok has assisted countries in Asia and the Pacific region to establish pesticide legislation and regulations, and to manage these products in accordance with the Code of Conduct and other international conventions and treaties. Many workshops aimed at enhancing harmonization among countries’ regulatory frameworks for the control of pesticides have been conducted in the region. The most recent workshop on practical aspects of pesticide risk a ssessment and phasing-out of highly hazardous pesticides was conducted in Nanjing, China from 19 to 22 May 2014. This publication provides an updated status of pesticide risk reduction in Asian countries. It also contains databases of registered and banned pesticides, and important documents from the Nanjing workshop that serve to enhance closer cooperation among countries in phasing-out hazardous pesticides.

In the objective of developing a guide for the countries in the ASEAN, a questionnaire was circulated among them to assess the status of their pesticide monitoring programs. Many countries around the globe have adopted a pesticide risk management framework which incorporates a range of functions and activities including pesticide registration, MRL setting, approval of a pesticide product label, farmer education, pesticide control-of-use regulation, food traceability, verification of good agricultural practice, national residue monitoring programmes, facilitation of trade and market access, traceback investigation and pesticide review. The frameworks tend to be operated as a continuum seeking ongoing improvement in good agricultural practice and enhancements to food safety. The Food and Agriculture Organization (FAO), World Health Organization (WHO), Codex Alimentarius, and members recognize the need for a comprehensive framework for pesticide residue management though science-based risk assessment, management and communication. Member countries recognize that a sound pesticide residue framework does not rely only on residue monitoring but it importantly includes at the very least pesticide registration, chemical control-of-use, traceback investigation and a chemical review process. In consultation with the ASEAN Health Cluster 4: Ensuring Food Safety, these findings are the result of a meeting occurred on 25 August 2020 and it elaborates the responses from a questionnaire to assess the situation responses to the comprehensive questionnaire issued on 12 September 2020.

The frameworks tend to be operated as a continuum seeking ongoing improvement in GAP and enhancements to food safety. A sound pesticide residue framework does not rely only on residue monitoring but importantly includes at the very least pesticide registration, chemical control of-use, traceback investigation and a chemical review process. An increasing focus on harmonization of the pesticide risk management framework elements including the setting of MRLs is a key strategy to assist countries in the region. FAO received an official request from the ASEAN Health Cluster 4: Ensuring Food Safety (AHC4) to assist in developing the basis for countries to implement effective pesticide residue monitoring systems which are in line with the overall framework of the ASEAN food safety policy. Noting the broad spectrum of pesticide risk management frameworks present in the ASEAN countries, AHC4 and FAO worked collaboratively to develop this regional guide, which is based on an in-depth situation analysis of the ASEAN countries in terms of their capacities and knowledge levels.The present guide provides practical solutions and management options for countries at different capacity levels to develop or strengthen effective pesticide residue monitoring systems.

The Integrated Pest Management IPM is an ecosystem approach to managing pests through understanding the crop ecosystem as a basis of good crop management decisions and support the sustainable intensification of crop production and pesticide risk reduction. Often, low levels of populations of some pests are needed to keep natural enemies in the field and the aim of IPM is to reduce pest populations to avoid damage levels that cause yield loss. A devastating desert locust upsurge has spread across parts of the Near East, the Greater Horn of Africa and South West Asia in 2020–2021, posing risks to livelihoods and food security in the region. FAO's intervention has been to curb the spread of desert locust, safeguarding livelihoods and providing recovery, and coordinating and preparing the rapid surge support.
