The evaluation of FAO’s statistical work examines the relevance and the effectiveness of statistics in the era of “leave no one behind”. It appraises the progress made by FAO and the challenges faced in establishing functional statistical governance, providing quality statistics, and adopting sustainable capacity development at the global, regional and country level. The evaluation found that statistics remain core to FAO’s overall work. Members demand for data to support SDG indicator implementation and the use of statistics in policy-making has increased. FAO’s profile has been raised through its methodological work on the SDG indicators and outreach work on national standards. However, gaps in internal governance, data quality and capacity development need urgent remedial actions. The evaluation recommends long-term investment in coherent and coordinated governance, production and dissemination of modernized quality statistics, better use of resources within a sustainable capacity development framework, and more.

The Evaluation of FAO’s contribution to the humanitarian–development–peace (HDP) nexus revisits and brings together in a coherent narrative the many approaches of conflict management and peace-sustaining work carried out over the years on natural resources management and rights-based frameworks. At the same time, it analyses the body of work developed through emergency activities, in crisis and conflict contexts – shaped by the ever-stronger recognition of the need to focus on longer-term resilience. The evaluation recognizes that the heart of FAO’s work in prioritizing and implementing an HDP approach has been at country level and has pieced together a number of examples from across countries to inform the narrative and provide lessons. The main overarching message from the evaluation is that FAO is ideally placed to invest in a major corporate effort to mainstream and adopt HDP nexus ways of working as part of its organizational DNA.

The FAO Corporate Statistical Programme of Work (SPW) provides an overview and a detailed description of the statistical activities carried out by all FAO divisions active in the field of statistics. The first SPW was compiled in 2010 with the scope of providing a clear overview of ongoing statistical work at FAO. Since then it has become a regular activity. This is the sixth version and covers the 2020–2021 biennium. This paper presents the FAO Damage and Loss Assessment methodology as a framework for identifying, analyzing and evaluating the impact of disasters on agriculture, including crops, livestock, aquaculture, fisheries and forestry. FAO is well positioned at the global level to offer relevant support to countries in achieving their SDG 2 targets and is committed to support the SDGs, a Global Agenda that it helped design. The new FAO’s Strategic Framework will provide an opportunity to promote and communicate FAO’s role in a coherent and joined-up manner, aligned with the 2030 Agenda. FAO has engaged with the current UN reform – strongly connected to the SDGs – with a very collaborative attitude. At the country level, which was the focus of the second phase of this evaluation, FAO’s position was found to be generally weaker due to its limited programmatic footprint. Nevertheless, a number of initiatives were “acting at scale” and producing results. Entry points to act at scale include support to develop laws and policies, to instigate agriculture trade and investment, to induce climate finance or South-South cooperation, and to education, both formal and informal. The depth and breadth of partnerships are generally increasing, but more partnerships with the private sector and mobilization of domestic resources would needed to make a serious impact on food systems.

The agriculture sector in Sierra Leone accounts for 60 percent of GDP and 58 percent of total employment. More than 58 percent of the country’s population live in rural areas and 86.1 percent of this population are engaged in smallholder subsistence agricultural production. Ten years of civil conflict and the Ebola epidemic in 2014 negatively affected food security and the country’s overall socio-economic situation. The country is particularly vulnerable to extreme events such as food chain crises and natural hazards which have a direct impact on food security and livelihoods. This evaluation aims to identify lessons learned and provide strategic recommendations on how FAO programmes can be better oriented in Sierra Leone. FAO’s overall contribution to developmental challenges was assessed in the priority areas defined in the CPFs covering 2012–16 and 2017–19. The evaluation comprised an examination of associated outcome areas related to support to smallholder commercialization, natural resources management, and effective response to disasters and increasing social productivity and resilience. The review also evaluated crosscutting issues, including gender equality and women’s empowerment, climate resilience, nutrition, capacity development and youth employment.The evaluation used different methods to collect the views of the beneficiaries and other stakeholders, such as structured focus group discussions, structured key informant interviews, direct observation, and workshops. The fieldwork took place with actors from projects across five districts: Bo, Bombali, Kenema, Kono, and Port Loko.The evaluation found evidence of significant and sustainable results in a range of areas of FAO’s activities, including policy-related work, from adoption of legislation to policy influence, piloting of approaches, and standards and regulatory frameworks. Likewise, results leading to livelihoods improvements, empowerment and adoption of more sustainable organizational practices, technologies and skills were found. Nevertheless, the programme failed to aggregate activities and interventions in a programmatic and coherent portfolio. FAOs capacity to deliver sustainable and consistent results, with strong partnerships and complementary action, was often undermined by lack of, or weak systems and functions. FAO should use the development of the new CPF as a way to re-design its strategic footprint in the country and reach its full potential, despite the limiting factors. To do this, FAO could consider adopting an area-based approach, implementing a programmatic, multi-stakeholder and cross sectoral adaptive approach based on regions/districts.
