The investment promotion puzzle remains unsolved. Nearly every country in the world has established an investment promotion agency (IPA) to attract and retain foreign direct investment (FDI) in both greater quantities and of higher “quality.” Meanwhile, the literature has been virtually silent on investment promotion and its effects on FDI. As a result, we know little about what such agencies look like in different countries, what they do, how they do it, and whether and to what extent they make a difference. In Government, International Trade, and Laissez-Faire Capitalism Carin Holroyd offers a comprehensive comparison of Australian, Canadian, and New Zealand policies and strategies aimed at improving economic relations with Japan, the world's second largest economy. She illustrates negative consequences that result when governments withdraw from trade promotion and leave the development of commercial opportunities to the private sector. The report from the CSIS Project on Prosperity and Development outlines a new tool for policymakers to encourage private-sector development in developing nations. Specifically, it argues that in fragile states there is an intermediation gap between sources of capital and entrepreneurs seeking investment. This gap prevents investment by raising transaction costs and exacerbating information asymmetry. Jake Cusack and Matt Tilleard present a case study of this gap as observed in their work in South Sudan. Then they propose a model of investment facilitation that bridges the intermediation gap. The model is based on donor funding of a neutral nongovernment facilitator to identify attractive investment opportunities, link them to capital, and facilitate transactions.
