Women have traditionally played a role in water conflict resolution in rural areas. The most transformative change the project has achieved is the institutionalization of this role through the Water User Associations (WUAs) so that women gain further acceptance within their communities. The evaluation found that FAO and IOM should further explore the catalytic effect of this project in sustaining local peace prospects, particularly with an enhanced role for women in conflict resolution, and should build a necessary link to the national peacebuilding efforts. This could be done through a cascading programming, i.e. two-three PBF projects to be designed and implemented sequentially so they can have a better chance to contribute to higher order outcomes. The successful resolution of water conflicts and the restoration of water infrastructure through the CfW component had a direct effect on increased crop production and income of farmers. The measures in place to promote the sustainability of the project and the continuation of improved agriculture once the project has come to an end rely on the increased capacity of WUAs to use their conflict resolution skills, maintain the sites and find further support. Youth were not explicitly targeted in conflict resolution activities but they represented the majority of the beneficiaries of cash for work (CfW) activities. FAO and IOM should have a targeted approach if they are to work on youth, peace and security. They should also do a thorough assessment of the socioeconomic impacts of CfW on the Yemen context before rolling about a programme-wide CfW or cash transfer activities in Yemen.

The Evaluation of FAO’s contribution to the humanitarian–development–peace (HDP) nexus revisits and brings together in a coherent narrative the many approaches of conflict management and peace-sustaining work carried out over the years on natural resources management and rights-based frameworks. At the same time, it analyses the body of work developed through emergency activities, in crisis and conflict contexts – shaped by the ever-stronger recognition of the need to focus on longer-term resilience. Violent conflict has increased in recent decades. The number of people worldwide who live in settings where conflict and violence are a daily occurrence is increasing. By 2030, it is estimated that more than half of all people living in poverty will be found in countries affected by high levels of violence. These conflict dynamics have a negative impact on households’ food security. Agriculture, natural resources, food security and nutrition can be sources of peace or conflict, crisis or recovery, tragedy or healing. Underpinning this is ensuring that the Organization’s projects and interventions are conflict-sensitive so that all stakeholders understand the dynamics of the diverse contexts in which FAO works. Especially in fragile and conflict-affected contexts, we need to make sure that our work avoids contributing to divisions, disputes and violent conflict, and does no harm. All that we do – both by ourselves and through partnerships – should follow this approach. We can also identify where FAO can positively contribute to social cohesion and peace – and these efforts must be rooted in robust theories of change. FAO is placing increasing emphasis on ensuring that our interventions make a positive contribution to peace – an objective shared across the United Nations system, and increasingly a requirement of our partners and donors. The focus of this how-to guide is to elaborate the pathways through which the Organization can optimize deliberate contributions to peace, and inform the design, adaptation and impact measurement of its interventions. In recent years, FAO has developed corporate tools, guidance and training on conflict sensitivity and context analysis. Operationalizing pathways to sustaining peace in the context of Agenda 2030 – A how-to guide is another crucial document in that series, developed through collaboration between the FAO Conflict and Peace Unit and Interpeace in the context of a wider partnership between the two Organizations. Following broad consultation across the Organization, this document provides operational guidance and inspiration to FAO project and technical staff on how our work can enhance FAO’s contributions to peace – and how to measure those contributions. It is part of an ongoing process, which complements FAO’s efforts through its Strategic Framework to support the transformation to more efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, better environment and better life, leaving no one behind.

International treaties, conventions, and organizations to protect refugees were established in the aftermath of World War II to protect people escaping targeted persecution by their own governments. However, the nature of cross-border displacement has transformed dramatically since then. Such threats as environmental change, food insecurity, and generalized violence force massive numbers of people to flee states that are unable or unwilling to ensure their basic rights, as do conditions in failed and fragile states that make possible human rights deprivations. Because these reasons do not meet the legal understanding of persecution, the victims of these circumstances are not usually recognized as "refugees," preventing current institutions from ensuring their protection.In this book, Alexander Betts develops the concept of "survival migration" to highlight the crisis in which these people find themselves. Examining flight from three of the most fragile states in Africa—Zimbabwe, the Democratic Republic of Congo, and Somalia—Betts explains variation in institutional responses across the neighboring host states. There is massive inconsistency. Some survival migrants are offered asylum as refugees; others are rounded up, detained, and deported, often in brutal conditions. This international relations study investigates the underlying causes of the Yemen crisis by analyzing the interactions of global, regional, and local actors. At all phases, GCC member states played a key role, from political negotiations amidst street protests in 2011 to formation of an international military coalition in 2015. The 2018 FAO-OIE-WHO (Tripartite) zoonoses guide, “Taking A Multisectoral, One Health Approach: A Tripartite Guide to Addressing Zoonotic Diseases in Countries” (2018 TZG) is being jointly developed to provide member countries with practical guidance on OH approaches to build national mechanisms for multisectoral coordination, communication, and collaboration to address zoonotic disease threats at the animal-human-environment interface. The 2018 TZG updates and expands on the guidance in the one previous jointly-developed, zoonoses-specific guidance document: the 2008 Tripartite “Zoonotic Diseases: A Guide to Establishing Collaboration between Animal and Human Health Sectors at the Country Level”, developed in WHO South-East Asia Region and Western Pacific Region. The 2018 TZG supports building by countries of the resilience and capacity to address emerging and endemic zoonotic diseases such as avian influenza, rabies, Ebola, and Rift Valley fever, as well as food-borne diseases and antimicrobial resistance, and to minimize their impacts on health, livelihoods, and economies. It additionally supports country efforts to implement WHO International Health Regulations (2005) and OIE international standards, to address gaps identified through external and internal health system evaluations, and to achieve targets of the Sustainable Development Goals. The 2018 TZG provides relevant country ministries and agencies with lessons learned and good practices identified from country-level experiences in taking OH approaches for preparedness, prevention, detection and response to zoonotic disease threats, and provides guidance on multisectoral communication, coordination, and collaboration. It informs on regional and country-level OH activities and relevant unisectoral and multisectoral tools available for countries to use.

Advances in science and policy during the past 50 years have prevented the predicted widespread food shortages as the world's population soared. Malnutrition, however, remains prevalent.
