Disasters have been on the rise over the last decade. Their increasing frequency and scale pose mounting economic and humanitarian challenges and necessitate effective management of disaster risk as an integral part of development planning. UNDP has a significant role in disaster management, helping to formulate and implement disaster reduction policies, and support recovery activities in more than 50 countries. Recent efforts to more closely link climate change adaptation and disaster risk reduction are highlighted. The evaluation notes uneven progress amongst the UNDP country offices in integrating disaster risk reduction with other UNDP priorities such as poverty reduction, governance and environmental protection. The report emphasizes that addressing social and economic vulnerability requires a comprehensive programming approach, and UNDP's most important role is to assist countries in the development dimensions of the issue, especially risk reduction and vulnerability. The evaluation recommends that UNDP disaster risk reduction strategy should be revised to more directly address adaptation to climate change; and that UNDP administrative procedures should be improved so that they no longer constrain effective programming in natural disasters -- Publisher's website.

"The evaluation examines the strategic relevance and positioning of UNDP support and its contributions to development results in Papua New Guinea from 2003 to 2011. The evaluation found that UNDP contributions have been important in terms of responding to national priorities and government needs. During the period covered by the evaluation, UNDP technical support to the government strengthened institutional development and enhanced policy formulation. Although some of the areas were not key government priorities, UNDP interventions in the areas of MDG planning and monitoring, governance, HIV and AIDS, conflict prevention and recovery, energy and environment and disaster risk management responded to key national needs and priorities. The evaluation also identified a number of areas in which UNDP needs to address specific challenges. These areas include ensuring national ownership and capacity development of all UNDP interventions, following a more systematic approach to programming and enhancing synergies among interventions. The Assessment recommends that UNDP should have a more holistic approach on macro development issues, such as furthering achievement of the Millennium Development Goals, gender equality, and environment"--Publisher's website.

The Assessment of Development Results (ADR) is an independent evaluation by the Evaluation Office (EO) which systematically assesses progress of key interventions by the United Nations Development Programme (UNDP) in countries receiving its support. The ADR in Sri Lanka is the seventy-fourth assessment conducted by the EO and the twenty-first conducted within the Asia-Pacific region, and the first such evaluation conducted in Sri Lanka. This ADR was conducted jointly with the Government of Sri Lanka with a view to strengthening the ownership of the evaluation results by national partners, and thereby its credibility and utility. For this purpose, a Joint Management Group (JMG) was set up with participation from both the Government and the EO. The JMG provided oversight to the evaluation which was conducted by an independent national team and guided by a professional evaluation manager from the EO. Through this mechanism, both the Government and the EO ensured that established norms and standards for evaluation, such as independence, impartiality and rigorous methodology, were followed. We believethat this joint approach has helped the evaluation team collect inputs from a broad range of national partners and resulted in a report that is soundly rooted in the national reality making it useful for national partners and UNDP in designing their future engagement with a better sense of UNDP's strategic direction. The evaluation found that UNDP had significantly helped the country overcome major challenges that emerged during the last decade. Today, Sri Lanka is looking at a new development path as a middle income country, and UNDP has been seeking to reposition itself to maintain its relevance in the new context. We therefore believe that the evaluation was very timely. Having provided the opportunity to take stock of what worked, and what did not, in the past decade, the evaluation proposes the mostuseful role UNDP can play in the future.

An evaluation carried out by the Independent Evaluation Group (IEG), an autonomous body reporting directly to the Board of Executive Directors of the World Bank Group to assess the effectiveness of the Bank's development efforts, and one of the most comprehensive reviews of disaster preparedness and response ever conducted. Calls for new thinking that integrates predictable disaster risks into development programs. Concludes that it is possible to anticipate where many natural disasters will strike, yet expresses concerns that the World Bank's disaster assistance efforts are underutilizing these vital lifesaving forecasts.

Development to a large extent determines the way in which hazards impact on people. Meanwhile the occurrence of disasters alters the scope of development. Whilst a notion of the association of disaster and development is as old as development studies itself, recent decades have produced an intensifying demand for a fuller understanding. Evidence of disaster and development progressing together has attracted increased institutional attention. This includes recognition, through global accords, of a need for disaster reduction in achieving Millennium Development Goals, and of sustainable development as central to disaster reduction. However, varied interpretations of this linkage, and accessible options for future human wellbeing, remain unconsolidated for most of humanity. This engaging and accessible text illuminates the complexity of the relationship between disaster and development. It opens with an assessment of the scope of contemporary disaster and development studies, highlighting the rationale for looking at the two issues as part of the same topic. The second and third chapters detail development perspectives of disaster, and the influence of disaster on development. The fourth chapter exemplifies how human health is both a cause and consequence of disaster and development and the following chapter illustrates some of the learning and planning processes in disaster and development oriented practice. Early warning, risk management, mitigation, response and recovery actions provide the focus for the fifth and sixth chapters. The final chapter indicates some of the likely future contribution and challenges of combined disaster and development approaches. With an emphasis on putting people at the centre of disaster and development, the book avoids confronting readers with ‘no hope’ representations, instead highlighting disaster reduction opportunities. This book is an essential introduction for students from multiple disciplines, whose subject area may variously engage with contemporary crises, and for many other people interested in finding about what is really meant by disaster reduction. They include students and practitioners of development, environment, sociology, economics, public health, anthropology, and emergency planning amongst others. It provides an entry point to a critical, yet diverse topic, backed up by student-friendly features, such as boxed case studies from the geographical areas of America to Africa and parts of Europe to parts of the East, summaries, discussion questions, suggested further reading and web site information.

There is a perennial gap between theory and practice, between academia and active professionals in the field of disaster management. This gap means that valuable lessons are not learned and people die or suffer as a result. This book opens a dialogue between theory and practice. It offers vital lessons to practitioners from scholarship on natural hazards, disaster risk management and reduction and developments studies, opening up new insights in accessible language with practical applications. It also offers to academics the insights of the enormous experience practitioners have accumulated, highlighting gaps in research and challenging assumptions and theories against the reality of experience. Disaster Management covers issues in all phases of the disaster cycle: preparedness, prevention, response and recovery. It also addresses cross-cutting issues including political, economic and social factors that influence differential vulnerability, and key areas of practice such as vulnerability mapping, early warning, infrastructure protection, emergency management, reconstruction, health care and education, and gender issues. The team of international authors combine their years of experience in research and the field to offer vital lessons for practitioners, academics and students alike.

Evaluating Environment In International Development written by Juha I. Uitto and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2014-04-24 with Business & Economics categories.

More than twenty years after the Earth Summit was held in Rio de Janeiro in 1992, both national and international actors in governmental and nongovernmental fields are still searching for insights into how sustainable development can be advanced and environmental concerns incorporated into the development agenda more effectively. Moreover, climate change has emerged as a preeminent challenge to both the environment and to development. Evaluating Environment in International Development provides international perspectives and in-depth knowledge of evaluating development and the environment and applies evaluation knowledge to climate change mitigation and adaptation. The book focuses on the approaches and experiences of leading international organizations, not-for-profits, and multilateral and bilateral aid agencies to illustrate how systematic evaluation is an essential tool for providing evidence for decision-makers. It provides novel and in-depth perspectives on evaluating environment and sustainability issues in developing countries. Moving beyond projects and programmes, it considers aspects such as evaluating normative work on the environment and evaluating environmental consequences of economic and social development efforts. This original collection should be of interest to scholars of environment studies, development studies, international relations, sustainable development and evaluation, as well as practitioners in international organizations and development and environmental NGOs.
