Las aportaciones al avance de la vanguardia del conocimiento científico están muy desigualmente repartidas en el mundo, un número muy pequeño de países centrales aporta la mayor parte de los avances y acapara los premios Nobel. El resto de los países con actividad científica forman la periferia y aportan pocos avances importantes. Utilizando los términos de Thomas Kuhn en su obra La estructura de las revoluciones científicas, se puede decir que la periferia solo hace ciencia normal mientras que el centro, además de la ciencia normal, consigue los infrecuentes avances revolucionarios. En términos económicos, la cantidad de ciencia normal depende del producto interior bruto; la ciencia revolucionaria requiere una alta renta per cápita, pero no solo eso, ya que hay países ricos anclados en la periferia científica. Pasar de la periferia al centro es históricamente excepcional; para hacerlo, además de capacidad económica, la política científica tiene que ser acertada. Este libro explica que la cienciometría sirve para diseñar las políticas adecuadas para escalar de la periferia al centro y que las políticas científicas contrarias al conocimiento académico operan negativamente. España es ejemplo de esto último porque, aunque hace mucha ciencia normal, está anclada en la periferia sin signos de mejora.
