Daily life in Africa is governed by the 'petty' corruption of public officials in services such as health, transport, or the judicial system. This remarkable study of everyday corruption in three African countries investigates the reasons for its extraordinary prevalence. The authors construct an illuminating analytical framework around the various forms of corruption, the corruptive strategies public officials resort to, and how these forms and strategies have become embedded in daily administrative practices. They investigate the roots of the system in the growing inability of weakened states in Africa to either reward their employees adequately or to deliver expected services. They conclude that corruption in Africa today is qualitatively different from other parts of the world in its pervasiveness, its legitimations, and its huge impact on the nature of the state.

Economic growth's effects on government efforts to combat citizen-facing, public-service corruption varies in a puzzling way across services. Over two high-growth decades in India, those services undergoing the largest increases in demand, and therefore in rent-extraction opportunities, saw more robust anti-corruption reforms than did services experiencing weaker or even negative demand growth. In this paper, the authors build theoretical models that can explain why growth induced the state to more aggressively shut down its fastest-growing rent opportunities. They show that the net effect of growth on anti-corruption efforts in a service depends upon the balance of three growth-induced outcomes - two negative and one positive. Exit of richer, high-voice citizens from the service reduces public pressure for reforms, while entry of poorer low-voice citizens enhances opportunities for rent extraction without increasing accountability. Conversely, growth empowers existing service users to demand anti-corruption reforms. The balance between exit, entry and empowerment forces explains why growth leads government to clean up corruption in services that the middle classes and rich continue to use, and concentrates corruption in the services they leave behind. By inducing stronger anticorruption efforts in the services used by richer citizens, growth makes everyday corruption more of a “tax on the poor”. We illustrate how growth disproportionately empowered richer citizens to successfully demand reforms by analyzing changes to the passport service and the railway reservation system. We also validate the model's main mechanisms statistically through a case study of India's rural elementary schools, where anti-corruption reforms have lagged. African states are often called corrupt, indicating that the political system in Africa differs from the one prevalent in economically advanced democracies. This, however, does not give us any insight into what makes corruption the dominant norm of African statehood. Thus we must turn to the overly neglected theoretical work on the political economy of Africa in order to determine how the poverty of governance in Africa is firmly anchored both in Africa’s domestic socioeconomic reality, as well as in the region’s role in the international economic order. Instead of focusing on increased monitoring, enforcement and formal democratic procedures, this book combines economic analysis with political theory in order to arrive at a better understanding of the political-economic roots of corruption in Sub-Saharan Africa.

Analyzing unique survey data gathered in the summer of 2015 from Russia, the authors are able to trace the links between personal corrupt behavior and political attitudes. They show that participation in everyday corruption lowers a person's support for the political regime, both as a bivariate relationship and in a multivariate model with controls. Everyday interactions that citizens have with bureaucrats help form those citizens' views about something far removed from most citizens' lives: the country's political leadership. In Russia, those who frequently encounter corruption are less, not more, happy with the regime. Street-level corruption is corrosive of the body politic. These results, thus, are an important step towards resolving a long-standing debate among those who study corruption.To the extent that Russian President Vladimir Putin heads a highly personalized authoritarian political regime, understanding why Russians give or withhold their approval for him and his lieutenants is revealing of the stability of the regime. Debate therefore continues about the sources of Russians' support for their political leaders, particularly Putin's high job-approval ratings. Strong empirical evidence shows that, at least until recently, the state of Russia's national economy pushed leadership approval up or down, as it does in most countries. At present, though, oil prices have collapsed, wage arrears have recommenced, inflation is high, pensions endangered, and many desired goods are unavailable, yet approval ratings are declining only somewhat if at all. To some observers, public approval is "sticky" due to the regime's smart use of Russian identity symbols via Kremlin-controlled media. Most critically over the past several years, the 2014 annexation of Crimea played to Russians' imperial nostalgia and longing to be a great power. This "Russians are hoodwinked" explanation, though, is certainly overstated and is unlikely to be useful beyond a limited period.

Offering a fresh approach to the issue of government and administrative corruption through 'everyday' citizen interactions with the state, this book explores changing discourses and practices of corruption in late colonial and early independent Uttar Pradesh, India. The author moves away from assumptions that the state can primarily be associated with the top levels of government, and looks at citizens' approaches to local level bureaucracies and police. The central argument of the book is that deeply 'institutionalised' corruption in India could only have come about through the exercise of particular long term customs of interaction between agencies of the state - government servants and police, and their interactions with local politicians. Because the social hierarchies that condition such interactions are complicated by individual and family connections to state employment, periods of traumatic state transformation lead to a reconfiguration in the meaning of corruption in the local state.
