This thesis examines the relationship between the indigenous peoples and the electoral success of Evo Morales in the 2002 and 2005 Bolivian presidential elections. Morales earned a surprising 20% of the vote in 2002 enough for second place. In 2005, Morales earned over 50% of the presidential vote. He is the first indigenous president of Bolivia and is the first to receive over 50% of the vote since the re-transition to democracy. The electoral success of Morales has been framed in the context of the indigenousness in Bolivia, the country with the highest proportions of indigenous peoples in South America. This thesis explores whether or not indigenousness offers a compelling explanation for the unprecedented electoral success for Evo Morales in the 2002 and 2005 elections. The findings of this thesis suggest that the relationship between Morales's electoral performance and indigenousness is not as strong as previously suggested.

The election of Evo Morales as Bolivia's president in 2005 made him his nation's first indigenous head of state, a watershed victory for social activists and Native peoples. El Movimiento Sin Tierra (MST), or the Landless Peasant Movement, played a significant role in bringing Morales to power. Following in the tradition of the well-known Brazilian Landless movement, Bolivia's MST activists seized unproductive land and built farming collectives as a means of resistance to large-scale export-oriented agriculture. In Mobilizing Bolivia's Displaced, Nicole Fabricant illustrates how landless peasants politicized indigeneity to shape grassroots land politics, reform the state, and secure human and cultural rights for Native peoples. Centering on a long-term study of Enron and Shell’s Cuiabá pipeline, From Enron to Evo traces the struggles of Bolivia’s Indigenous peoples for self-determination over their lives and territories. In his analysis of their response to this encroaching development, author Derrick Hindery also sheds light on surprising similarities between neoliberal reform and the policies of the nation’s first Indigenous president, Evo Morales. Drawing upon extensive interviews and document analysis, Hindery argues that many of the structural conditions created by neoliberal policies—including partial privatization of the oil and gas sector—still persist under Morales. Upon winning the 2005 presidential election, Evo Morales became the first indigenous person to lead Bolivia since the arrival of the Spanish more than five hundred years before. Morales's election is the culmination of a striking new kind of activism in Bolivia. Born out of a history of resistance to colonial racism and developed in collective struggles against the post-revolutionary state, this movement crystallized over the last decade as poor and Indian Bolivian citizens engaged with the democratic promises and exclusions of neoliberal multiculturalism. This ethnography of the Guaraní Indians of Santa Cruz traces how recent political reforms, most notably the Law of Popular Participation, recast the racist exclusions of the past, and offers a fresh look at neoliberalism.
