Embracing the Past, Designing the Future provides an historical overview of Brazilian authoritarianism and social/economic development during the political era (1930-45) of Getulio Vargas as viewed and understood by Oliveira Viana and Azevedo Amaral, two of the principal intellectuals and ideologues of the regime at the time. Oliveira Vianna was one of the main authors of the corporatist labour legislation and Azevedo Amaral remained an important publicist who was associated with the regimes propaganda apparatus. the heart of the discussion is the legitimacy of authoritarian modernisation. Brazil's contemporary uncertainty has deep parallels with the earlier period: unruly and un-democratic political debate coupled with economic stagnation. It was during the Vargas era that the power bases and fundamental principals of the construction of modern Brazil were defined in terms of its political administration and its economy and industry. These features may still be perceived in the country today, albeit claimed or rejected by political leaders such as Luiz Inacio Lula da Silva and Fernando Henrique Cardoso. Linkage between authoritarianism and the economic development of Brazil is strong, whether viewed through the lenses of history, sociology or political science. Both periods of exceptional national economic and social growth were associated exactly to its two governmental authoritarian periods in the twentieth century the Vargas era and the military dictatorship (196485). This volume addresses a complex of ideological difficulties that go to the heart of what the Brazilian nation stands for: its racial construction; its colonial heritage; the fractured nature of the relationship between society and state; the role of corporatism, and its sometime political rejection; and the dangers of political personalisation, to the detriment of the nation.

"In 1947, Myron Taylor, the United States (US) envoy to the Vatican and an ally of President Truman, met with several European religious leaders. In that meeting, Taylor called on "people of all faiths" to "unite upon a universal two-point declaration embodying the spirit of belief in God and belief in human liberty" (Inboden 2008, 124). The political significance of this statement is clear from the context: Taylor held this meeting to gain European support for the emerging struggle between the US and the Soviet Union. While much of Truman's early Cold War policies involved military and economic might, he also hoped to build up the America's "soft power" by appealing to common religious values and identities among allies. The role of religion in Truman's diplomacy should not be a surprise to anyone who studies (or engages in) US politics. As observers since Alexis de Tocqueville have noted, religion is an essential element of America. It infuses debates, and influences political struggles, and therefore it ends up also becoming an important element of US foreign policy. The idea of Manifest Destiny, which guided the country's early expansion, included a belief in the providential backing of the new United States of America. Religious rhetoric and imagery popped up repeatedly throughout the Cold War while continuing to influence US priorities in the 21st century, from debt relief to religious freedom promotion. Few, then would take issue with the claim that religion influences American politics, both domestic and international. But can religion actually be a tool for policy-makers? That is, can US leaders draw on faith to advance US interests?"--

A hundred years ago, the United States first projected itself onto the international stage, hoping to stake out a sphere of influence in Latin America just as the largest of Latin American countries, Brazil, ending a 67-year-long monarchical regime, struggled to redefine its relationship to the world economy. Debates raged between liberals and corporatists, between free traders and protectionists. When the trajectories of these two unequal giants collided, their interaction revealed much about the international economic and political affairs of their day that bears upon the debates surrounding today’s "new world order.” The book begins by examining the Blaine-Mendonca Accord of 1891, the first commercial pact ever signed between Brazil and the United States, thus beginning a special relationship that lasted into the 1970’s. In this first overview of the Brazilian republican state based on extensive primary source material, Steven Topik demonstrates that well before the disruption of the export economy in 1929, the Brazilian state was one of the most interventionist in Latin America. This study counters the previous general belief that before 1930 Brazil was dominated by an export oligarchy comprised of European and North American capitalists and that only later did the state become prominent in the country’s economic development. Topik examines the state’s performance during the First Republic (1889–1930) in four sectors—finance, the coffee trade, railroads, and industry. By looking at the controversies in these areas, he explains how domestic interclass and international struggles shaped policy and notes the degree to which the state acted relatively independently of civil society. Topik’s primary concern is the actions of state officials and whether their decisions reflected the demands of the ruling class. He shows that conflicting interests of fractions of the ruling class and foreign investors gradually led to far greater state participation than any of the participants originally desired, and that the structure of the economy and of society—not the intentions of the actors—best explains the state’s economic presence.
