A hundred years ago, the United States first projected itself onto the international stage, hoping to stake out a sphere of influence in Latin America just as the largest of Latin American countries, Brazil, ending a 67-year-long monarchical regime, struggled to redefine its relationship to the world economy. Debates raged between liberals and corporatists, between free traders and protectionists. When the trajectories of these two unequal giants collided, their interaction revealed much about the international economic and political affairs of their day that bears upon the debates surrounding today’s "new world order.” The book begins by examining the Blaine-Mendonca Accord of 1891, the first commercial pact ever signed between Brazil and the United States, thus beginning a special relationship that lasted into the 1970’s. This is the first study of U.S.-Brazilian relations that seriously examines the internal politics and economics of both countries and how they played themselves out in the late nineteenth century. The author attempts a new kind of international history, comparative political economy, that examines not only internal dynamics but also the nature of the international regime at the time.

In recent years the phrase 'gunboat diplomacy' has been used to describe the crude use of naval power to bully or coerce a weaker nation. During the reign of Queen Victoria, 'gunboat diplomacy' was viewed very differently. It was the use of a very limited naval force to encourage global stability and to protect British overseas trade. This very subtle use of naval power was a vital cornerstone of the Pax Britannica. Between the Crimean War (1854–56) and 1904, when the gunboat era came to an abrupt end, the Royal Navy's ocean-going gunboats underpinned Britain's position as a global power and fulfilled the country's role as a 'global policeman'. Created during the Crimean War, these gunboats first saw action in China. However, they were also used to hunt down pirates in the coasts and rivers of Borneo and Malaya, to quell insurrections and revolts in the Caribbean or hunt slavers off the African coast. The first gunboats were designed for service in the Crimean War, but during the 1860s a new generation of ships began entering service – vessels designed specifically to fulfill this global policing role. Better-designed gunboats followed, but by the 1880s, the need for them was waning . The axe finally fell in 1904 when Admiral 'Jackie' Fisher brought the gunboat era to an end in order to help fund the new age of the dreadnought. The Cipriano Castro administration, which ruled Venezuela from 1899 to 1908, was characterized by a series of internal and external political crises which seemed capable of toppling it at any moment. In 1901, a number of foreign countries provided financial backing to Castro's former allies, united under the leadership of Manuel Antonio Matos, who almost brought the government down. In the midst of this civil war, Germany, the United Kingdom and later Italy instituted what came to be known as the peaceful blockade of Venezuela to force the government to honor its foreign debts. The claims and counter-claims stemming from the conflict would eventually force the three foreign countries to sever diplomatic relations in the ensuing years. Far from its portrayal as a nationalist champion, the Castro administration was, in McBeth's findings, more focused on the accumulation of personal wealth than on defense of Venezuelan interests. Castro would pay dearly for his misdeeds, losing power in a 1908 coup to Juan Vicente Gómez and remaining in exile until his death in 1924. The conflict would prove to be a watershed in relations with Latin America, as the United States modified its own foreign policy in response and the European powers became more aware of the limit of their political influence in the region.
