GAO reviewed FPS's 2012 Interim Plan and data on delegations; compared FPS's Interim Plan to federal standards; and analyzed the six requests for new or renewed delegations FPS reviewed from June 2012 through March 2014.

FPS relies on a privately contracted guard force (about 13,500 guards) to provide security to federal facilities under the custody and control of the General Services Administration. In 2010 and 2012, GAO reported that FPS faced challenges overseeing its contract guard program, specifically in ensuring guards' qualifications. GAO was asked to update the status of FPS's contract guard oversight. This report examines (1) how FPS's requirements for contract guards compare to those of selected federal agencies and challenges, if any, that FPS faces in ensuring its requirements are met; (2) the extent to which guard companies have documented compliance with FPS's guard requirements; and (3) the management controls FPS uses to ensure compliance with its guard requirements. GAO reviewed 31 FPS guard contracts, and analyzed guard files from 11 contracts, selected based on geographic diversity; interviewed officials from guard companies, FPS headquarters, and 4 of 11 FPS regions; and reviewed the contract guard requirements and processes at six federal agencies, selected for their comparability to FPS.

" FPS provides security and law enforcement services to over 9,000 federal facilities under the custody and control of the General Services Administration (GSA). GAO has reported that FPS faces challenges providing security services, particularly completing FSAs and managing its contract guard program. To address these challenges, FPS spent about $35 million and 4 years developing RAMP-essentially a risk assessment and contract guard oversight tool. However, RAMP ultimately could not be used because of system problems. GAO was asked to examine (1) the extent to which FPS is completing risk assessments; (2) the status of FPS's efforts to develop an FSA tool; and (3) FPS's efforts to manage its contract guard workforce. GAO reviewed FPS documents, conducted site visits at 3 of FPS's 11 regions, and interviewed FPS officials and inspectors, guard companies, and 4 risk management experts. "

The federal security workforce plays a crucial role in meeting the growing challenges of protecting federal facilities. FPS, within the Department of Homeland Security (DHS), worked with NPPD to develop a staffing model and a Plan in 2013 and 2015 to help FPS manage its workforce. A 2015 Senate Appropriations Committee report included a provision for GAO to review the Plan. The committee also asked GAO to evaluate the staffing model. GAO examined (1) FPS's Plan and related human capital planning efforts and (2) how FPS designed and uses its staffing model. GAO assessed FPS's Plan and model to determine if they aligned with key workforce-planning principles and practices for designing staffing models. GAO identified these principles and practices from prior work and other sources. GAO also interviewed NPPD and FPS officials in headquarters and three regions selected to obtain regional variation such as in the number of FPS staff.
