In the last couple of years there has been a spurt of growing interest in and awareness about questions of social exclusion and inclusion. While the nature of exclusion in India has centered around the caste system, other disadvantaged groups such as tribal, women and poor have also suffered from similar disabilities. Their politics of exclusion and inclusion, censure and celebration show that they wish to be a part of the so-called mainstream academic discourse yet cannot be. Assessing the limits of pluralism, this book examines different types of political inclusion and exclusion and their distinctive dimensions and dynamics. Why are particular social groups excluded from equal participation in political processes? How do these groups become more fully included as equal participants? Often, the critical issue is not whether a group is included but how it is included. This collection of essays addresses the inclusion and exclusion of peoples, populations and regions in an era of global economic and social integration. Although many publications have discussed the way in which globalization has changed the nature of boundaries, space and the movement of peoples, there is a wide gap in a literature that rarely addresses the reaction of local communities and inclusion for some stakeholders in decision making while excluding others, particularly in regard to global integration of industry, the legislation of planning, and trade. This gap has often led to narrow and sometimes misleading ways of presenting the results of globalizing processes. As societies become more diverse, so too must they become more inclusive. In inclusive societies, all members, regardless of their ethnicity, religion, socio-economic status, ability or disability are valued and free to participate, and there is equity of access and reward. Schools have a powerful role to play in creating inclusive societies, and this begins with the notion of inclusive schools - schools were all children belong, where all children have a place, and where difference is a natural part of what it is to be a human being. Based on this understanding, many countries around the world are moving towards more inclusive education systems. However, working against inclusive education are forces of exclusion – factors that act to exclude and marginalize minority students from participation and learning at school. Therefore, in order to progress the principles and practices of inclusive education, an examination of the construct of exclusion is critical. Important questions to be interrogated if inclusive education is to be a reality are: What is exclusion? Why does it occur? How can it be reduced and eliminated? This collection provides an overview of some of the most relevant concepts in the study of the language of inclusion and exclusion, specifically with a view to the functioning of nation-state categories. Categorizations, words, and phrases are constantly renewed with the intention to exclude (mostly) or to include (rarely), promulgating problematizations that highlight discursive distinctions between in-groups and out-groups. Such discursive constructions and the practices through which they are effectuated are sites of symbolic power, and their study reveals the workings of power. Historical analysis of the language of inclusion and exclusion can help elucidate contemporary transformations of discursive power. The chapters in this volume discuss forms of discursive problematization such as defining, claiming, legitimizing, expanding, sensationalization and suggestion, and it connects these to the discursive drawing of boundaries, focusing on discursive constructions of ‘illegality’, race, class, gender, immigrant integration and transnationalism. As state categorizations continuously differ, both the historical analysis of their genesis, functioning and transformation, and the contemporary analysis of their practical effectuation are crucial to an understanding of inclusion and exclusion.
