The Arsenal of Exclusion / Inclusion is a book about 101 "weapons" that architects, planners, policy-makers, developers, real estate brokers, community activists and other urban agents use to restrict or promote access to the space of the city. The Arsenal includes minor, seemingly benign things like "NO LOITERING" SIGNS and BOUNCERS, but also big, headline-grabbing entities like GATED COMMUNITIES and EMINENT DOMAIN. It includes policies like INCLUSIONARY ZONING and RENT CONTROL, but also physical things like BOMBS and those ARMRESTS that they put on park benches to make sure homeless people don't get too comfortable. Some of the entries in the Arsenal--like HALLOWEEN, FAMOUS PEOPLES' HOUSES, and JURY DUTY--are probably things you didn't know had anything to do with cities at all, let alone this war for what Henri Lefebvre called the "right to the city." Latin American states took dramatic steps toward greater inclusion during the late twentieth and early twenty-first Centuries. Bringing together an accomplished group of scholars, this volume examines this shift by introducing three dimensions of inclusion: official recognition of historically excluded groups, access to policymaking, and resource redistribution. Tracing the movement along these dimensions since the 1990s, the editors argue that the endurance of democratic politics, combined with longstanding social inequalities, create the impetus for inclusionary reforms. Diverse chapters explore how factors such as the role of partisanship and electoral clientelism, constitutional design, state capacity, social protest, populism, commodity rents, international diffusion, and historical legacies encouraged or inhibited inclusionary reform during the late 1990s and early 2000s. Vacant Spaces NY begins gathering the incomplete data available and documenting vacant spaces in New York City. Organized from large to small, general to specific, vacancy in the United States to case studies of specific vacancies in Manhattan, Michael Meredith, Hilary Sample, and their architecture studio MOS imagine possibilities for repurposing current vacant spaces in New York City. This project began by walking around our neighborhood noticing empty storefronts. Once we saw them, they were everywhere. They followed us, appearing quietly throughout New York City. Many with no signage, no “for rent,” no “coming soon.” Usually empty, sometimes dusty, sometimes with brown paper covering the glass. Now, vacancy has only increased. In the densest city in the United States. During a housing crisis. Throughout a pandemic. The quantity of vacant spaces is anyone’s best guess. It’s only partially documented. They hide in plain sight. Vacant Spaces NY is organized from large to small, general to specific. It begins by looking at vacancy within the United States and continues down to each Manhattan neighborhood, where we zoom into specific vacant spaces, where we have provided as case studies that imagine some possibilities for transforming current vacant spaces into housing or social services. There is also a section on Covid 19, which infiltrated New York during our research. As a whole, this document is not meant to provide specific solutions. The data is incomplete. Case studies are limited. We are not policy experts or data analysts or urban planners. Instead, it is simply meant to show something we have taken for granted, vacant spaces, taking part in a collective process of imagining a better city.

A rich and eye-opening history of the mutual constitution of race and species in modern America. In the late nineteenth century, increasing traffic of transpacific plants, insects, and peoples raised fears of a "biological yellow peril" when nursery stock and other agricultural products shipped from Japan to meet the growing demand for exotics in the United States. Over the next fifty years, these crossings transformed conceptions of race and migration, played a central role in the establishment of the US empire and its government agencies, and shaped the fields of horticulture, invasion biology, entomology, and plant pathology. In Biotic Borders, Jeannie N. Shinozuka uncovers the emergence of biological nativism that fueled American imperialism and spurred anti-Asian racism that remains with us today. Shinozuka provides an eye-opening look at biotic exchanges that not only altered the lives of Japanese in America but transformed American society more broadly. She shows how the modern fixation on panic about foreign species created a linguistic and conceptual arsenal for anti-immigration movements that flourished in the early twentieth century. Xenophobia inspired concerns about biodiversity, prompting new categories of “native” and “invasive” species that defined groups as bio-invasions to be regulated—or annihilated. By highlighting these connections, Shinozuka shows us that this story cannot be told about humans alone—the plants and animals that crossed with them were central to Japanese American and Asian American history. The rise of economic entomology and plant pathology in concert with public health and anti-immigration movements demonstrate these entangled histories of xenophobia, racism, and species invasions.
