The rates of exclusion among pupils in the 450 primary, secondary, and special schools in the Birmingham (England) local education agency were studied, and data were analyzed by sex, age, school sector, and ethnic group. The attitudes of teachers and administrators were studied through interviews with up to five school staff members in each of six case study schools with low or decreasing exclusion rates. A sample of students in each case study school completed a questionnaire about their understandings of discipline, student-teacher relationships, and student participation in decision making. Some strategies schools might adopt to reduce exclusion rates overall and the disproportionate exclusion of African Caribbean students were identified. The minimal use of exclusions in the case study schools was not due to a "no exclusions" policy, but rather to comprehensive policies the schools had developed on behavior, pastoral care of students, and the development of an intensive curriculum. Four of the schools had strategies for reducing exclusions among the overrepresented groups. Students in these schools indicated that they understood discipline policies and that relations between students and teachers in their schools were generally good. A number of initiatives were identified that local education agencies could use to reduce exclusions overall. An appendix contains ethnic data on permanent exclusions. This study examined the reasons behind exclusion from school, emphasizing the exclusion of students with special needs, ethnic minority children, and children looked after by local authorities. Data collection included interviews with local education authority (LEA) officers; interviews with teachers and administrators; and documents from the schools and LEAs. Overall, teachers appreciated recent Department for Education and Employment guidance but wanted more training and support in handling and minimizing exclusions. Teachers believed high levels of exclusion related to high levels of student mobility in some areas and to difficulties in accessing resources when excluded students were received from elsewhere. The quality of recordkeeping varied considerably between LEAs, influencing their ability to help schools address the needs of ethnic minority students. Interagency project to minimize exclusion were in their early stages. The needs of certain groups were overlooked in policies designed to minimize exclusion. Some principals increasingly used unofficial exclusions. Many principals reported using both fixed period and permanent exclusion in order to access support for special education. Secondary schools with low exclusion rates generally had alternative flexible curriculum arrangements for vulnerable students. Permanent exclusion was considered a failure on the part of inclusive schools. (SM)

The true expense, in cash terms, of exclusion from school in England is investigated. Data were gathered in six English local education authorities (LEAs): two in London, two metropolitan authorities, and two country authorities. Permanent exclusion is a matter of concern to the Commission for Racial Equality because some ethnic minorities are affected disproportionately. The total cost of all excluded students was calculated for each of 3 LEAs and the costs of 10 individual cases in each of 3 matching LEAs were calculated using interviews with 27 parents and 12 students. African Caribbean students are excluded between three and six times more often than their White peers. The analyses indicate that there are many policies and practices for dealing with permanent exclusion. They also show the high costs of exclusion, the quality of education and care received by excluded students, and the impact of exclusion on the children and their families. In the first year of exclusion, it is likely that students receive no more than 10% of the education they would otherwise have received. The costs to society after the first year of exclusion are higher, especially the costs of providing replacement income. The largest proportion of costs other than for education is borne by the police and the criminal justice system. Costs are calculated for students kept in their schools although excluded from regular classes, and for those excluded from schooling altogether. Four appendixes contain the research instruments, LEA statistics, costs of "exclusion" cases maintained in the public schools, and costing principles in the public services. As societies become more diverse, so too must they become more inclusive. In inclusive societies, all members, regardless of their ethnicity, religion, socio-economic status, ability or disability are valued and free to participate, and there is equity of access and reward. Schools have a powerful role to play in creating inclusive societies, and this begins with the notion of inclusive schools - schools were all children belong, where all children have a place, and where difference is a natural part of what it is to be a human being. Based on this understanding, many countries around the world are moving towards more inclusive education systems. However, working against inclusive education are forces of exclusion—factors that act to exclude and marginalize minority students from participation and learning at school. Therefore, in order to progress the principles and practices of inclusive education, an examination of the construct of exclusion is critical. Important questions to be interrogated if inclusive education is to be a reality are: What is exclusion? Why does it occur? How can it be reduced and eliminated? This book critically examines the construct of exclusion, exploring how disabled students experience exclusion both from and within school and suggesting reasons why this occurs.
