The final word on what traits make for highly successful managers—and a detailed explanation of how to identify potential standout performers. Executive Intelligence is about the substance behind great leadership. Inspired by the work of Peter Drucker and Jim Collins, Justin Menkes set out to isolate the qualities that make for the 'right' people. Drawing on his background in psychology and bolstered by interviews with accomplished CEOs, Menkes paints the portrait of the ideal executive. In a sense, Menkes's work reveals an executive IQ—the cognitive skills necessary in order to excel in senior management positions. Star leaders readily differentiate primary priorities from secondary concerns; they identify flawed assumptions; they anticipate the different needs of various stakeholders and how they might conflict with one another; and they recognise the underlying agendas of individuals in complex exchanges. Weaving together research, interviews and the results of his own proprietary testing, Menkes exposes one of the great fallacies of corporate life, that hiring and promotion are conducted on a systematic or scientific basis that allows the most accomplished to rise to their levels of optimal responsibility. Finally, Menkes is a passionate advocate for finding and employing the most talented people, especially those who may have been held back by external assumptions.

Executive Intelligence zeros in on leadership smarts and notes that in all lists compiled by leadership experts, head hunters, and boards of directors the one and only trait that appears in all is intelligence. Obvious? No, because typically leadership savvy regularly trumps smarts. That is unfortunate because it obscures the cultivation and development of how leaders think, speculate, conceive, and problem solve their own firms and the way they lead. Executive intelligence like emotional intelligence acts like an advanced scout sizing up situations, identifying mine fields, creating contingencies, developing last minute ways out, and then acting like the artful dodger. In the process, the leader develops a special kind of intelligence tied to and defining the kind if leader he or she is; and that ultimately generates the leader's edge and comparative advantage.

May 17-As world leaders returned to their home countries from the historic Belt and Road Forum for International Cooperation which took place in Beijing on May 14-15, they are proudly announcing to their citizens and to the world that a new paradigm for world affairs has been established, both economically and culturally. In a very real sense, the title of the EIR Special Report from 2014-The New Silk Road Becomes the World Land-Bridge-is becoming a reality.) Look around the world: Europe Italian Prime Minister Paolo Gentiloni, after attending the Beijing forum and later meeting with Russian President Vladimir Putin in Sochi, described the Belt and Road Forum as "an event that could leave a trail in history in the next years, because it is a project tending to be a global project." He said that "launching this bridge between Asia and Europe also has a political significance, besides the physical, economic one. Italy has decided to join at a high level- the only G7 country to do so-to give a signal of sharing." One example in Italy: The Italians are expanding, with Chinese help, the North Adriatic Port Association (NAPA) which includes the ports of Venice in Italy, Trieste and Kober in Slovenia, and Rijeka in Croatia. The expansion will upgrade existing ports and build a new port off-shore from Venice which will be able to handle container ships. New rail lines into northern Europe will make the upper Adriatic another hub for the rapidly expanding trade between Europe and Asia. Zivadin Jovanovic of Serbia, who heads the Belgrade Forum for a World of Equals, wrote on May 15: "Once again China has demonstrated the vision and magnetism of the new pattern of 'win-win' cooperation for the new era of the multipolar world. The pattern radiates equality, openness, and mutual benefit, not protectionism and power politics." He reports that the Chinese are building a rail connection linking Serbia with the South Adriatic along the eastern shore of the Adriatic to Greece. In addition, the construction of the BelgradeBudapest High-Speed Railway, which has been stalled by EU interference, will start in November. "It will be the biggest construction undertaking in the whole of Europe,"

Traditionally, tapping into the power of competitive intelligence (CI) meant investing in the development of an internal CI unit or hiring outside consultants who specialized in CI. Proactive Intelligence: The Successful Executive's Guide to Intelligence offers an alternative: learn how to do it yourself and how to effectively manage the parts you cannot. The tools and techniques that will enable you to produce your own CI for your consumption are out there, and have been honed by decades of work. But, you cannot just adopt them – you have to adapt them. Why? Because, when you finish reading this book, you will be the data collector, the analyst, and the end-user. Traditional CI is premised on a reactive, two part relationship – a CI professional responding to what an end-user identifies as a need; by doing this yourself you can turn CI from being reactive to being proactive. As the decision-maker, you can get what CI you need, when you need it, and then use it almost seamlessly. Written by two of the foremost experts on CI, Proactive Intelligence: The Successful Executive's Guide to Intelligence: shows where and how CI can help you and your firm, provides practical guidance on how to identify what CI you need, how to find the data you need, and how to analyze it, and discusses how to apply CI to develop competitive- and career- advantages. Each chapter is supported by important references as well as by an additional list of resources to support and supplement your knowledge. Proactive Intelligence: The Successful Executive's Guide to Intelligence teaches you how to generate proactive intelligence and use it to advance your business and your career- making it an essential resource for managers and executives, as well as everyone who wishes to integrate CI into their daily work routine.

EDITORIAL Sub Specie Aeternitatis: A Moment Out of Time May 12-Our historians are monumentally incompetent. Things do not happen: Rather, they are made to happen. But made how? By tricks? By schemes? By the kind of "knowledge" produced by ambition? By calculation? On May 10, a few of us were privileged beyond all measure to partake in a unique, and indeed an epochal historic encounter with the 93-year-old Lyndon H. LaRouche, Jr., on a hilltop in Virginia. The influence, and along with it the memory of his presentation there, will long outlive everyone who was present. And yet, even so, LaRouche stated that it was only the first of a series; where this will go in the immediate future can hardly be imagined. This is a man who has profoundly changed the history of the Twentieth and Twenty-First Centuries, - with completely deliberate intention, but by using nothing but his own highly controversial methods. He has changed the history of these decades using his mind alone, without weapons or budgets. Or whatever weapons or budgets he may have had at any time, he obtained using his unique methods, while he was "understood by very few, and supported by no one," as Einstein said of Johannes Kepler. How is this possible? Common sense and practicality reject it completely, - yet it has happened. Not only that, but it is happening now. And it was visibly happening on May 10, - for those who were able to see it. Neither a transcript nor an audio recording could capture anything of the eye-to-eye communication of May 10. That you can only reproduce for yourself, inside yourself. But we can begin to get at it by stating what it is not. Common-sense thinking separates out goals, methods, ideas, and motivations as four distinct things, - four types. But for LaRouche and for the other heirs of Plato, such as Russia's Vladimir Putin, they are not separate at all: They are all just different views or images of precisely one and the same quality, somewhat as when you view one diamond (and through it the world), through various of its different facets. The true and the only source of the power to change history, - the only source of history, - is the inexhaustible spring of the one single "quality," which was at the center of LaRouche's presentation of May 10. He began it by saying that he was devoting the remainder of his life to rescuing human creativity. He went on to say that he was in process of making improvements in his movement, that it must rise to a higher standard. History hangs in the balance. Some of LaRouche's words on that occasion are reported below, but these words are only the palest shadows of what was being communicated

Grasping the Present Opportunity by Robert Ingraham Dec. 4-In the 26 days since the U.S. Presidential election, the American people have been subjected to a roller-coaster array of conflicting emotions: hope, fear, uncertainty, triumphalism, despair-and just plain ordinary confusion. The shocking election results have left millions wondering exactly what to expect from the new administration. Some individuals point, with hope, to PresidentElect Trump's discussion of building infrastructure, re-enacting Glass-Steagall, and repairing relations with Russia. Others single out some of the recently announced Cabinet appointments, as well as both Mr. Trump's ties to Wall Street and his alleged bellicose stance on trade with China, as causes for deep concern. There is a great deal of speculation, both positive and negative, as to what to expect. But that is all that it is-speculation, the type that is fodder for internet blogs and gossip columnists. No one knows, as of this moment, exactly what the new President will do on Day 1 of his administration. What the majority of observers fail to grasp, amidst all the confusion and misrepresentations, is the reality that, as of November 8, new and profound potentials have emerged as a strategic reality, potentials which may change the destiny of all mankind. Following the 1863 military victories of Vicksburg and Gettysburg, the entire nature of the American Civil War changed. The war was not won-and the ensuing months were fraught with dangers and struggle-but the conditions of the strategic battlefield were radically altered. That is where we find ourselves now. The election results in the United States, and the imimpending regime change in Washington D.C., come at a moment when the world is being transformed by the actions of Russia and China. Since the Russian victory in 2009 in the Second Chechen War, and the 2012 ascension to power of Xi Jinping in China, Russia and China have together taken actions-through the BRICS, the Belt and Road Initiative (BRI), the Eurasian Economic Union, the Shanghai Cooperation Organization-as well as through many other institutions and initiatives- which have fundamentally changed the world. The old British Empire methods of colonialism and geopolitics are being replaced by a paradigm of friendship, cooperation and economic development. Future progress, future development, future opportunities, future discoveries are now the governing philosophy within this new paradigm. This represents a radical altering of human relations on the planet, and the promise of even greater changes to come. It is within the context of these global shifts that the significance of what has occurred within the United States, as a result of the political revolution which took place on November 8, is to be located.

A New Conception of What International Relations Are Lyndon LaRouche spoke as follows in discussion with associates on November 10. "The whole economic system is not ready to work. We've got to get that system functioning, not just a few things here and there. We've got to pull [together] a special kind of organization which facilitates the ability of getting more parts of the world in the hands of the other part of the world. Otherwise, the thing won't work. You've got to pull things together. If you don't have a connection, you don't have a contract. . . What you're going to see on this question is a more complicated thing. What you're going to get is an understanding of a new conception of what international relations are. That's what is going to happen, and that's the way it will work. Otherwise, it will not work for obvious reasons, for those who are familiar with the details of the German and other economies. "One of the problems is that there is presently no qualified content of developing the relations among these nations. You've got to get an actual content, which has to be functional. That's one of the things we have to work on, but that's not in place now. "The problem is that we do not have a defined international system which will secure peace. It doesn't yet exist, and we've got to make it. . . It's going to take a lot of work by people to do it, because it's not just doing it by name; the problem is to understand how that can work. This can be done. This can be done with the collaboration of some parts of the world as a whole. The overall picture is not going to be easy, but there are some connections which could be made early. But there is a lot to do to get [it] in the right way of success. "I wouldn't depend on Trump. He's going to do what he's going to do, but don't depend on him. You have to depend on the creation of a new system, not Trump's system but a new system, a global system which will meet the requirements of the development of a true international system. And you have to organize people on that basis. You cannot just say, 'We're going to try to make this thing work.' It won't work. It won't work. But we can start. I would say Germany, -Germany has a potential; if it wants to do so, it probably could make a good contribution. . . What Putin is doing is excellent, and it's well integrated; China is becoming very well integrated in many respects. You're getting development in parts of Asia. All these things are in place, but you've got to get the mechanism which makes it all come together in a syncretic way. "Space science is the way that people have to operate, because space science incorporates the crucial elements which are lacking from other sources. "You've got to get into the mind of the present population internationally and nationally; you have to get into the mind of that person who has no conception whatsoever of what that mind requires. What you can do is, you can do things which will prompt development, but its chiefly local development and regional development. We've got to get mechanisms of international trade and agreements thereof, and that's what's required urgently, right now! "Odds and ends will not do this. So, therefore, don't try odds and ends. You've actually got to get into the gut of the mind of the people of different nations. I've had a lot of experience in this thing. It doesn't come out because of people who are not really understanding of what this is about, but looking in the course of history, you would say that I have a very keen insight into humanity. But not all the people in it are participating. That's the problem."

June 25-Today, the human species, of which you and I and all of us are members, is presented with perhaps the greatest turning point in human history. A moment of great change-change which will affect the lives of each one of us-stands before us. Greater than you would dare imagine. This is not an exaggeration. It is right in front of us. As this is being written, nations and peoples from every corner of the world are coming together around the vision of a New Paradigm for peace, cooperation and economic development. This already involves more than one-half of the human race. The conditions of life for hundreds of millions of people are being uplifted. Water projects, energy projects, transportation projects, schools, hospitals and other modern facilities are being built all over the world. Despair is being replaced by hope, and people's lives are being changed for the better. The driving force behind this dynamic is the China-created Belt and Road Initiative. Please, don't be stupid enough to fall for the line that "China is trying to take over the world." China is doing precisely what America used to do; it is building great projects. The many, many sovereign nations that have joined with China in these efforts, have done so as partners, not underlings, and these construction projects have created millions of jobs and great opportunities. We, in the United States-as well as the people of Europe-could join this effort. We could begin building too. The door is wide open. Yet, most Americans take little or no notice of any of this. It is as if it didn't exist. Almost no one talks about it. Some might blame this failure to recognize what is right in front of us on the lying news media, others on the dismal state of public education. Others, still, might once again resurrect the overused outrage about "corrupt politicians in Washington." None of this is particularly useful, or even true. The problem is not that "someone out there" is "keeping us in the dark" about these great developments. No one is forcing ignorance and apathy upon us. We are doing it to ourselves. You see, we have a problem. We now have a world situation which is the most hopeful, and with the greatest potential for human advancement, than at any time since the assassination of John F. Kennedy, now 55 years ago. This is actually the greatest moment of your entire lifetime. What transpires in the weeks ahead will affect the future for all of us. It will affect your future, and the future of your children. Yet, the majority of our people do not recognize the existence of this stupendous opportunity. The problem we are dealing with, the enemy we face, is not in Washington, or London, or Beijing, or Moscow, or in the news media. It is not "out there." It is, as Shakespeare insisted, in ourselves. We have a great enemy, but it is not one that most people recognize. The enemy is our culture. Not someone else's culture: our culture!-that which defines how we think, what we believe, and what we attach our emotions to. Culture is not something "external" to who we are. From the moment we are born, to our last day on earth, we breathe in the spores of this culture. It shapes everything about us; and even if you rebel, and begin to denounce the flagrant degeneracy of what flows from Hollywood or San Francisco, the cultural octopus defines what you think can be done about it. We are all part of the culture, and the axioms of the culture determine how we think about what is possible.
