Since the 1980s the study of genocide has exploded, both historically and geographically, to encompass earlier epochs, other continents, and new cases. The concept of genocide has proved its worth, but that expansion has also compounded the tensions between a rigid legal concept and the manifold realities researchers have discovered. The legal and political benefits that accompany genocide status have also reduced complex discussions of historical events to a simplistic binary – is it genocide or not? – a situation often influenced by powerful political pressures. Genocide addresses these tensions and tests the limits of the concept in cases ranging from the role of sexual violence during the Holocaust to state-induced mass starvation in Kazakh and Ukrainian history, while considering what the Armenian, Rwandan, and Burundi experiences reveal about the uses and pitfalls of reading history and conducting politics through the lens of genocide. Contributors examine the pressures that great powers have exerted in shaping the concept; the reaction Raphaël Lemkin, originator of the word “genocide,” had to the United Nations’ final resolution on the subject; France’s long-held choice not to use the concept of genocide in its courtrooms; the role of transformative social projects and use of genocide memory in politics; and the relation of genocide to mass violence targeting specific groups. What meaning does the past hold for the present? History writing often prioritizes the ethos and actions of the "great men" of the past, those connected to formal expressions of power, as models worthy of imitation. The problem with such exemplars is that they craft a limited view of national identity, drawn from political, economic, religious, and social institutional superstructures. Inherently exclusionary, narratives of exemplary men inadequately represent the complexities of a metropolitan and diverse society. In Exemplary England, Sarabeth Grant explores three canonical texts of 1740s England that critique the class, geography, and gender assumptions of the exemplar model. Through original readings of Alexander Pope, Thomas Gray, and Samuel Richardson, she locates practices of constituting history and registering national identity in eighteenth-century England beyond that tradition. Her book argues that these literary texts offer recompense for the national injustices endured by the disenfranchised, charting the development of inward historical consciousness as necessary to civic stability.

Analysing three cases of British colonial violence that occurred in the latter half of the 19th century, this book argues that all three share commonalities, including the role of racial prejudices in justifying the perpetration of extreme colonial violence. Exploring the connections and comparisons between the Perak War (1875–76), the 'Hut Tax' Revolt in Sierra Leone (1898–99) and the Anglo-Egyptian War of Reconquest in the Sudan (1896–99), Gordon highlights the significance of decision-making processes, communication between London and the periphery and the influence of individual colonial administrators in outbreaks of violence. This study reveals the ways in which racial prejudices, the advocacy of a British 'civilising mission' and British racial 'superiority' informed colonial administrators' decisions on the ground, as well as the rationalisation of extreme violence. Responding to a neglect of British colonial atrocities within the historiography of colonial violence, this work demonstrates the ways in which Britain was just as willing and able as other European Empires to resort to extreme measures in the face of indigenous resistance or threats to the British imperial project.

Under Stalin’s leadership, the Soviet government carried out a massive number of deportations, incarcerations, and executions. Paradoxically, at the very moment that Soviet authorities were killing thousands of individuals, they were also engaged in an enormous pronatalist campaign to boost the population. Even as the number of repressions grew exponentially, Communist Party leaders enacted sweeping social welfare and public health measures to safeguard people's well-being. Extensive state surveillance of the population went hand in hand with literacy campaigns, political education, and efforts to instill in people an appreciation of high culture. In Cultivating the Masses, David L. Hoffmann examines the Party leadership's pursuit of these seemingly contradictory policies in order to grasp fully the character of the Stalinist regime, a regime intent on transforming the socioeconomic order and the very nature of its citizens. To analyze Soviet social policies, Hoffmann places them in an international comparative context. He explains Soviet technologies of social intervention as one particular constellation of modern state practices. These practices developed in conjunction with the ambitions of nineteenth-century European reformers to refashion society, and they subsequently prompted welfare programs, public health initiatives, and reproductive regulations in countries around the world. The mobilizational demands of World War I impelled political leaders to expand even further their efforts at population management, via economic controls, surveillance, propaganda, and state violence. Born at this moment of total war, the Soviet system institutionalized these wartime methods as permanent features of governance. Party leaders, whose dictatorship included no checks on state power, in turn attached interventionist practices to their ideological goal of building socialism.
