Using the AsiaBarometer Survey data on quality of life, it studies various types of behaviour using the multi-level regression models for 32 countries. This book is about generating types of societies by the degree of individuals’ satisfaction with life domains, aspects, and styles via factor analysis. It adopts an evidence-based approach in typologizing and a bottom-up rather than a top-down perspective. Thus, the book’s position is against Hegel (freedom for one person), Marx (the Asiatic mode of production), Weber (Protestant ethics and the spirit of capitalism), Wittfogel (Asiatic autocracy), and Rostow (Western-led modernization). These classical and modern authors tend to see Asian societies with somewhat fixated eyes and categorize Asian societies in a top-down manner. When random-sampled respondents are questioned about their satisfaction with daily life in terms of life domains, aspects, and styles, public policy and institutions as well as survival and social relations are inevitably touched upon—the latter two being the key dimensions common to the World Values Survey and other cultural surveys. This book proposes a new mode of typologizing societies, Asian or non-Asian, not immediately familiar to human geographers, cultural anthropologists, or sociologists, but revealing many complex unknowns with the easy-to-learn typologizing method.

Theories of citizenship from the West – pre-eminently those by T.H. Marshall – provide only a limited insight into East Asian political history. The Marshallian trajectory – juridical, political and social rights – was not repeated in Asia and the late nineteenth-century debate about liberalism and citizenship among intellectuals in Japan and China was eventually stifled by war, colonialism and authoritarian governments (both nationalist and communist). Subsequent attempts to import western-style democratic values and citizenship were to a large extent failures. Social rights have rarely been systematically incorporated into the political ideology and administrative framework of ruling governments. In reality, the predominant concern of both the state elite and the ordinary citizens was economic development and a modicum of material well-being rather than civil liberties. The developmental state and its politics take precedence in the everyday political process of most East Asian societies. These essays provide a systematic and comparative account of the tensions between rapid economic growth and citizenship, and the ways in which those tensions are played out in civil society.

Conventional political science depicts legitimate elections as rational affairs in which informed voters select candidates for office according to how their coherently presented aims, ideologies and policies appeal to the self-interest of the electorate. Rapid changes have taken place in the structure of the global economy, and this book looks at how South Asia can take advantage of these changes. The author argues that the developing global economy will be more complex than originally thought, that instead of a bipolar model with two countries, the US and China, at the centre, it will be multipolar with eight centres of economic activity, including India. The book goes on to suggest that in the context of such a model, there should be regional cooperation between India and its immediate neighbouring countries for South Asia to advance as an economic region. It argues that South Asia will need to look at its history, and that changes in attitudes, particularly in India and Pakistan, are necessary. Multilateral development agencies have increasingly focused on underdeveloped Asian countries as potential new sites for financial capital. Often referred to as ‘emerging markets’, these economies are seen as ripe for private sector investment and, at the same time, in need of foreign capital to support rapid industrialisation, modernisation and poverty reduction. This confluence of interests suggests a means for quickly closing the ‘development gap’, primarily through mobilising regulatory, institutional and governance reforms designed to reduce barriers to foreign capital, institutional inefficiencies and risks to investment, capital repatriation and market operation. Therefore, development agencies now encourage the construction of ‘enabling environments’ to support ‘market driven development’ through processes variously identified as ‘financialisation’, centring on the role of the market and private capital. While the state itself has historically occupied a central place in economic development, new financialised modes of development are increasingly marginalising the state, its influence in the economy and thus its ability to manage developmental outcomes. In this volume a collection of leading authors critically assess these developments, highlighting the emergence of financialised modes of development and their contested and often problematic nature. Drawing upon a series of case studies, the contributors explore not just the increasing use of financialised development initiatives, but assess critically their implications in terms of the emergent risks, costs and inequalities that often accompany them.
