The New Testament writing known as First Peter was probably written at the end of the 1st century CE; it is addressed to 'resident aliens' who live as colonial subjects in the Roman Province of Asia Minor. Davies outlines the composition and date of Numbers, and the various attempts that have been made to establish a coherent and meaningful structure in its arrangement.
