Most treatments of slavery, politics, and expansion in the early American republic focus narrowly on congressional debates and the inaction of elite "founding fathers" such as Thomas Jefferson and James Madison. In Slavery, Freedom, and Expansion in the Early American West, John Craig Hammond looks beyond elite leadership and examines how the demands of western settlers, the potential of western disunion, and local, popular politics determined the fate of slavery and freedom in the West between 1790 and 1820. By shifting focus away from high politics in Philadelphia and Washington, Hammond demonstrates that local political contests and geopolitical realities were more responsible for determining slavery’s fate in the West than were the clashing proslavery and antislavery proclivities of Founding Fathers and politicians in the East. When efforts to prohibit slavery revived in 1819 with the Missouri Controversy it was not because of a sudden awakening to the problem on the part of northern Republicans, but because the threat of western secession no longer seemed credible. Including detailed studies of popular political contests in Ohio, Indiana, Illinois, Mississippi, Louisiana, and Missouri that shed light on the western and popular character of conflicts over slavery, Hammond also provides a thorough analysis of the Missouri Controversy, revealing how the problem of slavery expansion shifted from a local and western problem to a sectional and national dilemma that would ultimately lead to disunion and civil war.

The central theme of this manuscript is that the sanctity of the individual stands above all other aspects of life. From this simple idea flows the benefits of free exchange. Because free exchange generates benefits to both sides of the exchange a surplus is created. It is this surplus that is the great benefit to those in the exchange but a temptation to those outside the exchange. The existence of the free exchange surplus is part of the reason that individual freedom, while written about extensively, has historically been rare. Governments be they democracies or dictatorships covet the surpluses generated by free exchange. This great country is perhaps the longest lasting bastion of freedom that the world has known. But as we dilute of constitutional protection of the individual in favor of the village we are going down a path leading to the eventual elimination of individual freedom. In part one of this book I lay out the benefits of freedom of exchange and the forces that make its achievement so difficult. Then in part two I analyze the aspects of current economic issues whose solutions have been driven by political considerations. For each of these societal problems I suggest solutions that are freedom enhancing in contrast to the current government solution that solves problems by limiting individual freedom. Ultimately the future of freedom depends on finding a way to allow individual freedom within the necessity of a communal reaction to world events. Essentially representative democracy necessitates that we have agents acting on our behalf. The problem is finding ways to ensure that these agents act on our behalf.

Amartya Sen uses his 1999 work Development as Freedom to evaluate the processes and outcomes of economic development. Having come to the conclusion that development is best summed up as the expansion of freedom, Sen examines traditional definitions and understandings of the term. He says people tend to think of freedoms as economic (the freedom to enter into market exchanges) or political (the freedom to vote and be an active citizen), and tries to understand why the definition has been so narrow hitherto. He concludes that an evaluation of true freedom must necessarily include the freedom to access social services such as healthcare, sanitation and nutrition, just as much as it must acknowledge economic and political freedoms. Evaluating the relevance of the current thinking behind development, Sen’s concludes that the term ‘freedom’ cannot simply be about income. In many ways, measuring income does not account for various “unfreedoms” (manmade or natural bars to wellbeing) that hinder development. Sen’s evaluation is all the more powerful for its clarity: "The freedom-centered perspective has a generic similarity to the common concern with ‘quality of life."
