The many different localities of the Pacific region have a long history of transformation, under both pre- and post-colonial conditions. More recently, rates of local transformation have increased tremendously under post-colonial regimes. The forces of globalization, which rapidly distribute commodities, images, and political and moral concepts across the region, have presented Pacific populations with an unprecedented need and opportunity to fashion new and expanded understandings of their cultural and individual identities. This volume, the first in a new series, examines the forces of globalization at different levels, as they manifest themselves and operate across cultural, cognitive and biographical dimensions of human life in the Pacific. While posing familiar questions, it offers new answers through the integration of cultural and psychological methods. Since 9/11 ideas of security have focused in part on the development of ungovernable spaces. Important debates are now being had over the nature, impacts, and outcomes of the numerous policy statements made by northern governments, NGOs, and international institutions that view the merging of security with development as both unproblematic and progressive. This volume addresses this new security–development nexus and investigates internal institutional logics, as well as the operation of policy, its dangers, resistances and complicity with other local and national social processes. Utopias have long interested scholars of the intellectual and literary history of the early modern period. From the time of Thomas More's Utopia (1516), fictional utopias were indebted to contemporary travel narratives, with which they shared interests in physical and metaphorical journeys, processes of exploration and discovery, encounters with new peoples, and exchange between cultures. Travel writers, too, turned to utopian discourses to describe the new worlds and societies they encountered. Both utopia and travel writing came to involve a process of reflection upon their authors' societies and cultures, as well as representations of new and different worlds. As awareness of early modern encounters with new worlds moves beyond the Atlantic World to consider exploration and travel, piracy and cultural exchange throughout the globe, an assessment of the mutual indebtedness of these genres, as well as an introduction to their development, is needed. New Worlds Reflected provides a significant contribution both to the history of utopian literature and travel, and to the wider cultural and intellectual history of the time, assembling original essays from scholars interested in representations of the globe and new and ideal worlds in the period from the sixteenth to eighteenth centuries, and in the imaginative reciprocal responsiveness of utopian and travel writing. Together these essays underline the mutual indebtedness of travel and utopia in the early modern period, and highlight the rich variety of ways in which writers made use of the prospect of new and ideal worlds. New Worlds Reflected showcases new work in the fields of early modern utopian and global studies and will appeal to all scholars interested in such questions.

Alexander Bogdanov (1873–1928) wrote the articles in this volume in the years before and during the Revolution of 1905 when he was co-leader, with V.I. Lenin, of the Bolshevik faction of the Russian Social-Democratic Labour Party, and was active in the revolution and the struggle against Marxist revisionism. In these pieces, Bogdanov defends the principles of revolutionary Social-Democracy on the basis of a neutral monist philosophy (empiriomonism), the idea of the invariable regularity of nature, and the use of the principle of selection to explain social development. The articles in On the Psychology of Society (1904/06) discredit the neo-Kantian philosophy of Russia’s Marxist revisionists, rebut their critique of historical materialism, and develop the idea that labour technology determines social consciousness. New World (1905) envisions how humankind will develop under socialism, and Bogdanov’s contributions to Studies in the Realist Worldview (1904/05) defend the labour theory of value and criticise neo-Kantian sociology.

Congress must reauthorize the sweeping 1996 welfare reform legislation by October 1, 2002. A number of issues that were prominent in the 1995-96 battle over welfare reform are likely to resurface in the debate over reauthorization. Among those issues are the five-year time limit, provisions to reduce out-of-wedlock births, the adequacy of child care funding, problems with Medicaid and food stamp receipt by working families, and work requirements. Funding levels are also certain to be controversial. Fiscal conservatives will try to lower grant spending levels, while states will seek to maintain them and gain additional discretion in the use of funds. Finally, a movement to encourage states to promote marriage among low-income families is already taking shape. The need for reauthorization presents an opportunity to assess what welfare reform has accomplished and what remains to be done. The New World of Welfare is an attempt to frame the policy debate for reauthorization, and to inform the policy discussion among the states and at the federal level, especially by drawing lessons from research on the effects of welfare reform. In the book, a diverse set of welfare experts—liberal and conservative, academic and nonacademic—engage in rigorous debate on topics ranging from work experience programs, to job availability, to child well-being, to family formation. In order to provide a comprehensive overview of the current state of research on welfare reform, the contributors cover subjects including work and wages, effects of reform on family income and poverty, the politics of conservative welfare reform, sanctions and time limits, financial work incentives for low-wage earners, the use of medicaid and food stamps, welfare-to-work, child support, child care, and welfare reform and immigration. Preparation of the volume was supported by funds from the Annie E. Casey Foundation and the Charles Stewart Mott Foundation.
