"This is an interesting book as it not only examines the catch-up experience of the successful industrializers of Republic of Korea and Taiwan, but also offers rich, on the ground, clustering experience of Hsinchu and Suvon. It is a welcome edition to studies on industrial policy experience for latecomers." - Dato' Dr. Rajah Rasiah, Distinguished Professor, Universiti Malaya, Malaysia. "This book features many development policy lessons from Korea and Taiwan. It lays out convincing perspectives on the industrial catching-up and inclusive growth and demonstrates the economic value of agility for small economies. The book makes important contributions to the literature of innovation and development studies." -Keun Lee, Distinguished Professor, Seoul National University; Winner of Schumpeter Prize. "This is an excellent book which focuses on a comparison between the Korean and Taiwan models. Both countries have a remarkable achievement in high-tech development, but they are also facing their own domestic challenges. The discussion in this book can surely make an important contribution to the understanding of these two Asian Tigers." -Gee San, Professor Emeritus, National Central University, Taiwan. This book explores how small nations can mobilise and use productive activities to generate inclusive growth and rapidly move up the economic ladder. In this study, Dr. Wong explores how Korea and Taiwan came to balance between commanding critical technological competencies and driving inclusive-economic agendas and ultimately culminates decades of moving up the value chain for the two Asian dynamos. In a world dominated by superpowers, Dr. Wong demonstrates how agile, nimble mid-sized economies can move fast, innovate and achieve post industrial catch-up development. This book will interest scholars of the Asian manufacturing sector, those with an interest in the role semiconductors play in the global economy, and scholars of Asian development. Chan-Yuan Wong is presently a faculty at Institute of Technology Management, National Tsing Hua University (NTHU) of Taiwan. He has studied and worked around the region, from Thailand to Malaysia to Korea.

The world’s developed economies are experiencing a sharp backlash against globalisation, and it appears to be contagious. Will Asia catch it next? Asia has seen spectacular growth in recent decades. It has benefited substantially from global trade, finance, openness and the rules-based international order. But much of the growth Asia has enjoyed has not been shared. It has not been inclusive growth. Inequality in Asia is among the highest in the world. The richest man in Vietnam now earns more in a single day than the poorest person does in a decade. Asia has far to go in making its societies more inclusive to women, ethnic minorities and the LGBT community. How can Asia reduce inequality? What are the forces that determine whether growth in the Asia Pacific is inclusive or not? And what can be done to make Asia’s growth more inclusive in the future? This book brings together the region’s leading thinkers to explore how to change Asia’s trajectory, before it is too late. The Pacific Trade and Development (PAFTAD) conference series has been at the forefront of analysing challenges facing the economies of East Asia and the Pacific since its first meeting in Tokyo in January 1968.

The words of US President John F. Kennedy, "the rising tide lifts all boats," can be applied to inclusive growth in contemporary Asia, where the poor are able to participate in and benefit from economic growth. Moving Out of Poverty explores three channels through which economic growth confers gains to the poor and improves the status of women. The first is creation of productive employment, as labor is typically the most abundant asset of the poor, and economic growth has created jobs in labor-intensive sectors. The second is investment in schooling which, coupled with increased opportunities to earn income, has elevated womens' status in society. The third is increased availability of improved infrastructure, which directly impacts increasing household income from wage work and self-employment activities. This book will be of great value to development economists, students and researchers interested in rural economies in Asia, and policymakers engaged in poverty reduction.

This book proposes a new, pragmatic way of approaching economic development which features policy learning based on a comparison of international best policy practices. While the important role of government in promoting private sector development is being recognized, policy discussion often remains general without details as to what exactly to do and how to avoid common pitfalls. This book fills the gap by showing concrete policy contents, procedures, and organizations adopted in high-performing East Asian economies. Natural resources and foreign aid and investment can take a country to a certain income level, but growth stalls when given advantages are exhausted. Economies will be caught in middle income traps if growth impetus is not internally generated. Meanwhile, countries that have soared to high income introduced mindset, policies, and institutions that encouraged, or even forced, accumulation of human capital – skills, technology, and knowledge. How this can be done systematically is the main topic of policy learning. However, government should not randomly adopt what Singapore or Taiwan did in the past. A continued march to prosperity is possible only when policy makers acquire capability to formulate policy suitable for local context after studying a number of international experiences. Developing countries wanting to adopt effective industrial strategies but not knowing where to start will benefit greatly by the ideas and hands-on examples presented by the author. Students of development economics will find a new methodological perspective which can supplement the ongoing industrial policy debate. The book also gives an excellent account of national pride and pragmatism exhibited by officials in East Asia who produced remarkable economic growth, as well as serious effort by an African country to emulate this miracle. Despite the rapid economic growth and poverty reduction, inequality in Asia worsened during last two decades. We focus on the determinants of growth inclusiveness and suggest options for reform. A cross cross-country empirical analysis suggests that fiscal redistribution, monetary policy aimed at macro stability, and structural reforms to stimulate trade, reduce unemployment and increase productivity are important determinants of inclusive growth. The main policy implication of our analysis is that there is still room to strengthen such policies in Asia to better achieve growth with shared prosperity. In particular, scenario simulations based on our results suggests that the effect of expanding fiscal redistribution on inclusive growth could be sizeable in emerging Asia, since the estimated improvement in our proxy of inclusive growth – a measure of growth in average income “corrected” for the equity impact—ranges from about 1 to about 8 percentage points.

This paper assesses how pro-poor and inclusive Asia’s recent growth has been, and what factors have been driving these outcomes. It finds that while poverty has fallen across the region over the last two decades, inequality has increased, dampening the impact of growth on poverty reduction. As a result, relative to other emerging and developing regions and to Asia’s own past, the recent period of growth has been both less inclusive and less pro-poor. Our analysis suggests a number of policies that could help redress these trends and broaden the benefits of growth in Asia. These include fiscal policies to increase spending on health, education, and social safetynets; labor market reforms to boost the labor share of total income; and reforms to make financial systems more inclusive.
