How can the federal government gauge the overall health of scientific researchâ€"as a whole and in its partsâ€"and determine whether national funding adequately supports national research objectives? It is feasible to monitor US performance with field-by-field peer assessments. This might be done through the establishment of independent panels consisting of researchers who work in a field, individuals who work in closely related fields, and research "users" who follow the field closely. Some of these individuals should be outstanding foreign scientists in the field being examined. This technique of comparative international assessments is also known as international benchmarking. Experiments in International Benchmarking of U.S. Research Fields evaluates the feasibility and utility of the benchmarking technique. In order to do this, the report internationally benchmarks three fields: mathematics, immunology, and materials science and engineering, then summarizes the results of these experiments.

Mechanical engineering is critical to the design, manufacture, and operation of small and large mechanical systems throughout the U.S. economy. This book highlights the main findings of a benchmarking exercise to rate the standing of U.S. mechanical engineering basic research relative to other regions or countries. The book includes key factors that influence U.S. performance in mechanical engineering research, and near- and longer-term projections of research leadership. U.S. leadership in mechanical engineering basic research overall will continue to be strong. Contributions of U.S. mechanical engineers to journal articles will increase, but so will the contributions from other growing economies such as China and India. At the same time, the supply of U.S. mechanical engineers is in jeopardy, because of declines in the number of U.S. citizens obtaining advanced degrees and uncertain prospects for continuing to attract foreign students. U.S. funding of mechanical engineering basic research and infrastructure will remain level, with strong leadership in emerging areas.

Fifth in a series of annual reports, this study provides observations on the Administration's FY 2003 budget proposal for federal science and technology (FS&T) programs. The first section of the report outlines the development during the 1990s of national goals for science and technology (S&T), re-iterating the importance of U.S. leadership in these fields. It also comments on development of approach to tabulating and analyzing the federal S&T investment. The second section of the report summarizes the President's FY 2003 budget proposal, including proposals for spending on research for countering terrorism. The third section provides observations on the President's proposal, noting differences in funding trends by agency and outlining an approach to FS&T budgeting that focuses on both priority-driven and discovery-oriented research. A new book from the National Research Council recommends changes in how the federal government evaluates the efficiency of research at EPA and other agencies. Assessing efficiency should be considered only one part of gauging a program's quality, relevance, and effectiveness. The efficiency of research processes and that of investments should be evaluated using different approaches. Investment efficiency should examine whether an agency's R&D portfolio, including the budget, is relevant, of high quality, matches the agency's strategic plan. These evaluations require panels of experts. In contrast, process efficiency should focus on "inputs" (the people, funds, and facilities dedicated to research) and "outputs" (the services, grants, publications, monitoring, and new techniques produced by research), as well as their timelines and should be evaluated using quantitative measures. The committee recommends that the efficiency of EPA's research programs be evaluated according to the same standards used at other agencies. To ensure this, OMB should train and oversee its budget examiners so that the PART questionnaire is implemented consistently and equitably across agencies.

The National Academies' National Research Council undertook this study in response to a request from the Under Secretary of Energy to provide strategic advice on how the Department of Energy could improve its Environmental Quality R&D portfolio. The committee recommends that DOE develop strategic goals and objectives for its EQ business line that explicitly incorporate a more comprehensive, long-term view of its EQ responsibilities. For example, these goals and objectives should emphasize long-term stewardship and the importance of limiting contamination and materials management problems, including the generation of wastes and contaminated media, in ongoing and future DOE operations.

The National Nanotechnology Initiative (NNI) was created in 2000 to focus and coordinate the nanoscience and nanotechnology research and development (R&D) activities being funded by several federal agencies. The purpose of the NNI is to marshal these research activities in order to accelerate responsible development and deployment of nanotechnology for economic benefit and national security. To take stock of the progress of the NNI, Congress, in P. L. 108-153, the 21st Century Nanotechnology Research and Development Act, directed the National Research Council to carry out a review of the program every three years. This report presents the results of the first of those reviews, which addresses the economic impact of nanotechnology developments and provides a benchmark of U.S. R&D efforts relative to those undertaken by foreign competitors. In addition, the report offers an assessment of the current status of responsible development of nanotechnology and comments on the feasibility of molecular self-assembly.

Most of the instruments now used for materials research are too complex and expensive for individual investigators to own, operate, and maintain them. Consequently, they have become increasingly consolidated into multi-user, small to midsized research facilities, located at many sites around the country. The proliferation of these facilities, however, has drawn calls for a careful assessment of best principles for their operation. With support from the Department of Energy and the National Science Foundation, the NRC carried out a study to characterize and discuss ways to optimize investments in materials research facility infrastructure with attention to midsize facilities. This report provides an assessment of the nature and importance of mid-sized facilities, their capabilities, challenges they face, current investment, and optimizing their effectiveness.
