Ethnic conflict in Africa is reaching critical levels. Governments are being toppled. National economies are collapsing. And the potential for civil unrest--even violent encounters--throughout the continent threatens to engulf not only Africa, but much of the world. Africa's salvation depends on the development and implementation of effective institutions of ethnic conflict management. In this book, Donald Rothchild analyzes the successes and failures of attempts at conflict resolution in different African countries and offers comprehensive ideas for successful mediation. To provide a clear picture of the current situation, Rothchild traces Africa's ethnic unrest back to its beginnings during the period of colonial rule, through the post-independence era, when governments built the institutions of government control and consolidated power; and into its more recent period when it is possible to discern greater democratic governance. Managing Ethnic Conflict in Africa demonstrates how negotiation and mediation can promote conflict resolution and a political environment that fosters economic development. It offers a compelling case for the use of both political incentives (power sharing, elections, and fiscal programs) and a variety of actions (including principles of inclusiveness, coercion, and punishment) to support reconciliation. This "carrot and stick" approach can be employed by a state to promote increased political bargaining while maintaining stability, and by outside intermediaries to cope with conflict brought on by the breakdown of domestic regimes.

Throughout the world there are efforts both large and small to address ethnic conflicts-identity based disputes between groups who are unable to live side-by-side in the same state. This book brings together a collection of case studies on interventions in ethnic conflicts throughout the world in which the nature of the state is a core concern (Turkey, Russia, Macedonia, Guatemala, Israel, Cyprus, Northern Ireland, South Africa, US) and asks how the projects themselves understand success and failure in ethnic conflict resolution. It emphasises the complexity and importance of better understanding ways in which small-scale interventions can sometimes have a large impact on large-scale ethnic conflict, and how the goals of the intervenors shift as the participants redefine the identities and interest at stake.

Discusses ethnicity in Africa in terms of history and the management, resolution, and prevention of conflicts. Groups some 700 ethnic groups that exist in Africa into six main categories, looks at how ethnicity was used to organize and protect chiefdoms and empires in the past, and inquires into why ethnicity has become more destructive in contemporary Africa. Investigates these questions using the imperial, the liberal, and Marxist models, and finds the liberal model to be the most applicable. Annotation copyrighted by Book News, Inc., Portland, OR

Given the pervasive threat of ethnic conflict and the growing incidence of internal wars spilling across borders, understanding the impact of third-party intervention on conflict prevention, durable peaceful governance, and amicable social relations becomes critical exercises for any scholar of conflict management. The purpose of this project is to determine whether intervention strategies undertaken by international, regional, and subregional actors can be devised or improved so as to maximize the likelihood of successful conflict management in the case of internal conflicts, particularly ethnic conflicts. As the literature and empirical evidence suggest, third-party intervention does not always prevent or end violence. Jennifer L. De Maio contends that external involvement is more likely to lead to effective conflict management if it works to alter the perceptions of the antagonists and ensures that the parties truly own the peace. Ethno-national conflict is one of the central issues of modern politics. Despite the emergence of approaches to managing it, from nation-building to territorial autonomy, in recent years, the application of these approaches has been uneven. Old conflicts persist and new ones continually emerge. The authors of this book contend that what is needed to drive forward the theory and practice of ethno-national conflict management is a more nuanced understanding of ethnicity and nationalism. The book addresses this issue by linking theories of ethnicity and nationalism to theories of conflict management. Its contributors share a common goal of demonstrating that a nuanced understanding of ethnicity and nationalism can beneficially inform conflict management in theory and practice. To do so, they analyse both hot and cold conflict zones, as well as cases that have been important in the development of the most widely-used conflict management models. The book is aimed at those interested in the theory and practice of ethno-national conflict management as well as the study of ethnicity and nationalism. It is well-suited for undergraduate and advanced research students, experts and policy-makers. This book was originally published as a special issue of Commonwealth and Comparative Politics.
