This volume aims to be useful as an appraisal of the state of the art by a mixed collection of insiders and outsiders. Most interestingly, I think, it aims (especially in the four group reports) to identify some of the major areas of unresolved controversy and some of the major questions yet unanswered. I see the book as essentially a tentative statement - often by several dissonant voices - about directions in which we may be heading; the book is emphatically not a canonical utterance on how to do things. It is intended to stimulate, not to codify. Following the usual Dahlem Workshop format, the discussions were organized under four themes. Although crisp demarcation is not possible, the first two themes broadly deal with biological aspects of the dynamics of single populations and the dynamics of systems with many species. The later two themes take up questions of management under uncertainty and multispecies management. In all this, the word "fish" is interpreted broadly to include such taxonomically varied beasts as whales, shrimp, crabs, shellfish, and squid, along with fish in a strictly zoological sense.

The book aims to further the debate on the impacts of fisheries policies in the Indian Ocean Region in order to facilitate a new regional policy direction. A key argument of the volume is that ecologically sustainable and socially just development and management of Indian Ocean fisheries require a paradigm shift in the perceptions and policies of major stakeholders. A central policy challenge is to identify a collective regional interest for fisheries and accordingly the development of integrated management policies that link ecology and society and which incorporate individuals, communities, agencies, states and regimes into a holistic cooperative endeavour. The text is intended as supplementary reading for fisheries workers, especially in developing countries, who do not always have ready access to current literature on applied marine ecology.An attempt is made to develop a wide range of concepts in a form that will hopefully encourage their incorporation into a practical, decision-making context. The food web and associated trophic interactions form the principal theme, in an approach that gives equal emphasis to qualitative, as well as the less easily measured quantitative considerations. An attempt is made to illustrate the consequences of the aggregated nature of much of marine production, as well as the subsequent dispersal of production in space and time, and how these processes affect the potential for economic harvest of commercial components of the ecosystem.Separate sections touch on environmental influences on production, relevant spatial and temporal scales for ecosystem analysis, life history strategies, diversity and stability, the concepts of the ecological niche, the community and the assemblage, and outline some first steps towards quantifiying production in marine ecosystems. Different approaches to representing trophic and other interactions are discussed, with examples from the literature.Reference is made to several ecological subsystems, in order to illustrate the main concepts presented. These include the mangrove ecosystem, the arcto-boreal macrophyte community, a mediterranean demersal fish assemblage, and the oceanic ecosystem associated with high seas tuna stocks. In practical terms, it is concluded that the first and simplest approach to multispecies resource management is not necessarily the manipulation of individual food web components, but the identification, mapping and conservation of critical habitats, especially centres of local production, and their associated ecological dissipation structures.

This book is presented in seven Chapters. Chapter 1 describes the basic assumptions underlying the optimal allocation of natural resources and the inherent characteristics of fisheries that determine, under unrestricted access, the failure to allocate resources, economic inefficiency and overfishing. To mitigate these undesired effects, the bioeconomic literature invokes the allocation of property rights, which in turn must be implemented within a management context. Thus, in this Chapter we suggest some guidelines to conduct management plans. Static and dynamic bioeconomic models are presented in Chapter 2 as a theoretical framework for the design of intelligent management schemes aiming at sustainable use of fish stocks. Classic models are shown, such as the Gordon-Schaefer based on the logistic. We also develop new bioeconomic approaches, such as a distributed-delay model to add realism to Smith's fleet dynamics approach. Chapter 2 also includes an introductory version of a bioeconomic yield-mortality model, and dynamic age-structured models. A comparison of the dynamic and static trajectories is stressed. The price of time and its implications for optimal resource allocation over time is also discussed. For the sake of adding realism to the above models, the systems approach is used in Chapter 3 to model different technological and ecological complexities that occur in marine fisheries. Ecological interdependencies (competition, predation), as well as technological interdependencies resulting from fleets with different fishing power and/or gear types, operating on components of a stock, or on different target species of a "mixed stock", are specified and modelled.

Not everybody cares about the fate of wild animals or the state of the natural environment. I met a lady who said it wouldn't worry her if all the wild animals in the world disappeared overnight. She was a city person~ she said. There are also people who would prefer to let animals become extinct than to have them kept in captivity - no matter how progressive the zoo. There are those who, on principle, will not eat meat, let alone do the killing, and there are those who enjoy nothing so much as shooting birds. People in the last two camps may oppose each other in claiming to be con servationists. Extremists are unlikely to find their opinions being reversed by this book but, because of the scope of the subject, I believe there is a good chance that anybody with an interest in wildlife will find in it something new to think about. It may not be too much to hope that a few disagreements might also be settled because I suspect there is more common ground than is generally realized among those with opposing views.
