This volume examines ten economically advanced countries in Europe and Asia that have experienced different levels of fertility decline. It offers readers a cross-country perspective on the causes and consequences of low birth rates and the different policy responses to this worrying trend. The countries examined are not only diverse geographically, historically, and culturally, but also have different policies and institutions in place. They include six very-low-fertility countries (Austria, Czech Republic, Hungary, Italy, Spain, and Taiwan) and four that have close to replacement-level fertility (United Kingdom, Norway, Canada, and France). Although fertility has gone down in all these countries over the past 50 years, the chapters examine the institutional, policy, and cultural factors that have led some countries to have much lower fertility rates than others. In addition, the final chapter provides a cross-country comparison of individual perceptions about obs tacles to fertility, based on survey data, and government support for families. Japan has navigated the dual shock of the pandemic and the energy crisis well. However, significant headwinds from weak global growth, geopolitical tensions and high inflation highlight the importance of enhancing the Japanese economy’s resilience to shocks. In a context of inflation, which has risen above target, and pressures from divergent monetary policy from peers, adjustments to monetary policy settings have commenced. Given high public debt, fiscal consolidation to rebuild fiscal buffers, underpinned by a credible medium-term fiscal framework to put the debt-to-GDP ratio on a clear downward path, is key. Longer-term sustainability also requires reducing greenhouse gas emissions in line with government targets, calling for green investment, innovation and carbon pricing. Reforms to improve the innovation framework and incentives for start-ups are key to boost productivity and address ageing pressures. Removing obstacles to the employment of women and older persons and making greater use of foreign workers are also essential to counter demographic headwinds. Strengthening the financial position of young people and policies to support families and children, such as improved parental leave, would help to reverse the downward trend in the fertility rate. The book explores interlinkages between women’s employment and fertility at both a macro- and a micro-level in EU member states, Norway and Switzerland. Similarly as many other studies on the topic, it refers to the cross-country variation in the macro-context for explaining cross-country differences in women’s labour supply and fertility levels. However, in contrast to other studies, which mainly focus on Western Europe, it extends the discussion to Central and Eastern European countries. Furthermore, it looks at the macro-context from a multi-dimensional perspective, indicating its four dimensions as relevant for fertility and women’s employment choices: economic (living standards), institutional (family policies), structural (labour market structures), and cultural (social norms). A unique feature of the study is the development of indices that measure the intensity of institutional, structural, and cultural incompatibilities between women’s employment and fertility. These indices are used for ranking European countries from the perspective of the country-specific conditions for work and family reconciliation. A country where these conditions are the worst, but where women are additionally perceived as important income providers, is picked up for an in-depth empirical study of the interrelationship between fertility and women’s employment choices. Finally, against the review of theoretical concepts predominantly used for studying interdependencies between fertility and women’s labour supply the book assesses the micro-level empirical studies available on the topic and proposes an analytical approach for modelling the two variables. Thereby, it also contributes to methodological developments in the field.
