This volume examines the dynamics of socio-political order in post-colonial states across the Pacific Islands region and West Africa in order to elaborate on the processes and practices of peace formation. Drawing on field research and engaging with post-liberal conceptualisations of peacebuilding, this book investigates the interaction of a variety of actors and institutions involved in the provision of peace, security and justice in post-colonial states. The chapters analyse how different types of actors and institutions involved in peace formation engage in and are interpenetrated by a host of relations in the local arena, making ‘the local’ contested ground on which different discourses and praxes of peace, security and justice coexist and overlap. In the course of interactions, new and different forms of socio-political order emerge which are far from being captured through the familiar notions of a liberal peace and a Weberian ideal-type state. Rather, this volume investigates how (dis)order emerges as a result of interdependence among agents, thus laying open the fundamentally relational character of peace formation. This innovative relational, liminal and integrative understanding of peace formation has far-reaching consequences for internationally supported peacebuilding. This book will be of much interest to students of statebuilding, peace studies, security studies, governance, development and IR.

This book explores the prospects and limits of international intervention in building peace and creating a new state in an ethnically divided society and fragmented international order. The book offers a critical account of the international missions in Kosovo and traces the effectiveness of fluid forms of interventionism. It also explores the co-optation of peace by ethno-nationalist groups and explores how their contradictory perception of peace produced an ungovernable peace, which has been manifested with intractable ethnic antagonisms, state capture, and ignorance of the root causes, drivers, and consequences of the conflict. Under these conditions, prospects for emancipatory peace have not come from external actors, ethno-nationalist elite, and critical resistance movements, but from local and everyday acts of peace formation and agnostic forms for reconciliation. The book proposes an emancipatory agenda for peace in Kosovo embedded on post-ethnic politics and joint commitments to peace, a comprehensive agenda for reconciliation, people-centred security, and peace-enabling external assistance.

The Pacific Enewetak Atoll Crater Exploration (PEACE) Program was established to resolve a number of questions for the Department of Defense (DOD) about the geologic and material-properties parameters of two craters (KOA and OAK), formed by near-surface bursts of high-yield thermonuclear devices on the northern margin of Enewetak Atoll, Marshall Islands, in 1958. The multidisciplinary studies conducted by the USGS in collaboration with other organizations during 1984 through 1987 wer part of a much larger research initiative by the DNA to better understand the dynamic properties of strategic-scale nuclear bursts and the relevance of the Pacific Proving Grounds (PPG) craters to issues of strategic basing and targeting of nuclear weapons. This book examines how the liberal peace experiment of the post-Cold War environment has failed to connect with its target populations, which have instead set about transforming it according to their own local requirements. Liberal peacebuilding has caused a range of unintended consequences. These emerge from the liberal peaceâe(tm)s internal contradictions, from its claim to offer a universal normative and epistemological basis for peace, and to offer a technology and process which can be applied to achieve it. When viewed from a range of contextual and local perspectives, these top-down and distant processes often appear to represent power rather than humanitarianism or emancipation. Yet, the liberal peace also offers a civil peace and emancipation. These tensions enable a range of hitherto little understood local and contextual peacebuilding agencies to emerge, which renegotiate both the local context and the liberal peace framework, leading to a local-liberal hybrid form of peace. This might be called a post-liberal peace. Such processes are examined in this book in a range of different cases of peacebuilding and statebuilding since the end of the Cold War. Looking beyond and beneath the macro level, this book examines the processes and outcomes of the interaction of economic reforms and socio-economic peacebuilding programmes with, and international interventions in, people’s lived realities in conflict-affected societies. The contributions argue that disregarding socio-economic aspects of peace and how they relate to the everyday leaves a vacuum in the understanding of the formation of post-conflict economies. To address this gap, the book outlines and deploys the concept of ‘post-conflict economy formation’. This is a multifaceted phenomenon, including both formal and informal processes that occur in the post-conflict period and contribute to the introduction, adjustment, or abolition of economic practices, institutions, and rules that inform the transformation of the socio-economic fabric of the society. The contributions engage with existing statebuilding and peacebuilding debates, while bringing in critical political economy perspectives. Specifically, they analyse processes of post-conflict economy formation and the navigation between livelihood needs; local translations of the liberal hegemonic order; and different, sparse manifestations of welfare states. The book concludes that a sustainable peace requires the formation of peace economies: economies that work towards reducing structural inequalities and grievances of the (pre-)conflict period, as well as addressing the livelihood concerns of citizens. This book was originally published as a special issue of Civil Wars.
