A leading international security strategist offers a compelling new way to "think about the unthinkable." The cold war ended more than two decades ago, and with its end came a reduction in the threat of nuclear weapons—a luxury that we can no longer indulge. It's not just the threat of Iran getting the bomb or North Korea doing something rash; the whole complexion of global power politics is changing because of the reemergence of nuclear weapons as a vital element of statecraft and power politics. In short, we have entered the second nuclear age. In this provocative and agenda-setting book, Paul Bracken of Yale University argues that we need to pay renewed attention to nuclear weapons and how their presence will transform the way crises develop and escalate. He draws on his years of experience analyzing defense strategy to make the case that the United States needs to start thinking seriously about these issues once again, especially as new countries acquire nuclear capabilities. He walks us through war-game scenarios that are all too realistic, to show how nuclear weapons are changing the calculus of power politics, and he offers an incisive tour of the Middle East, South Asia, and East Asia to underscore how the United States must not allow itself to be unprepared for managing such crises. Frank in its tone and farsighted in its analysis, The Second Nuclear Age is the essential guide to the new rules of international politics.

Though China remains a relatively weak nuclear power, it has in recent years become central to US strategic policymaking. What explains this shift? How is the US-China strategic nuclear relationship evolving? What role do other states play in shaping it? To address these questions, the authors of US-China Nuclear Relations examine a series of strategic triangles involving China, the US, and one or more key third actors (among them, Australia, India, Iran, Japan, North Korea, Pakistan, Russia, South Korea, and Taiwan). Their work also critically highlights the challenges and opportunities facing Washington and Beijing in this increasingly complex security arena.

While policy makers and scholars have long devoted considerable attention to strategies like deterrence, which threaten others with unacceptable consequences, such threat-based strategies are not always the best option. In some cases, a state may be better off seeking to give others a greater sense of security, rather than by holding their security at risk. The most prominent use of these security assurances has been in conjunction with efforts to prevent the spread of nuclear weapons. Ongoing concerns about the nuclear activities of countries like Iran and North Korea, and the possible reactions of other states in their regions, have catapulted this topic into high profile. This book represents the first study to explore the overall utility of assurance strategies, to evaluate their effectiveness as a tool for preventing nuclear proliferation, and to identify conditions under which they are more or less likely to be effective.

Deterrence as a strategic concept evolved during the Cold War. During that period, deterrence strategy was aimed mainly at preventing aggression against the United States and its close allies by the hostile Communist power centersâ€"the Union of Soviet Socialist Republics (USSR) and its allies, Communist China and North Korea. In particular, the strategy was devised to prevent aggression involving nuclear attack by the USSR or China. Since the end of the Cold War, the risk of war among the major powers has subsided to the lowest point in modern history. Still, the changing nature of the threats to American and allied security interests has stimulated a considerable broadening of the deterrence concept. Post-Cold War Conflict Deterrence examines the meaning of deterrence in this new environment and identifies key elements of a post-Cold War deterrence strategy and the critical issues in devising such a strategy. It further examines the significance of these findings for the U.S. Navy and Marine Corps. Quantitative and qualitative measures to support judgments about the potential success or failure of deterrence are identified. Such measures will bear on the suitability of the naval forces to meet the deterrence objectives. The capabilities of U.S. naval forces that especially bear on the deterrence objectives also are examined. Finally, the book examines the utility of models, games, and simulations as decision aids in improving the naval forces' understanding of situations in which deterrence must be used and in improving the potential success of deterrence actions.

The challenge of deterring territorial aggression is taking on renewed importance, yet discussion of it has lagged in U.S. military and strategy circles. The authors aim to provide a fresh look, with two primary purposes: to review established concepts about deterrence, and to provide a framework for evaluating the strength of deterrent relationships. They focus on a specific type of deterrence: extended deterrence of interstate aggression.
