This paper discusses connections between female economic empowerment and government spending. It is an abbreviated overview for non-gender-experts on how fiscal expenditure may support female economic empowerment as an interim step toward advancing gender equality. From this perspective, it offers a preliminary exploration of key factors and indicators associated with gender-differentiated impacts in each of five main categories of public spending (education, health, capital expenditure, government employment and compensation, and social protection and labor market programs). It examines and proposes indices within each category that can be used to identify and measure related gender gaps and suggests associations and connections between those indices, public spending, and other available proxy measurements with some benchmarking potential which is summarized at the end of each category in a Gender Lens Matrix for ease of reference. The paper draws on an extensive literature review and examination of publicly available datasets. It also highlights and discusses gaps in data which limit gender analysis. The purpose of the paper is to advance dialogue on the adoption of a gendered approach to government spending, by providing a gender lens that may assist country level assessments and discussions among IMF staff and member country authorites.

Mainstream economic analysis has traditionally overlooked gender. The individual the basic category of analysis was regarded as genderless. Neither gender discrimination nor segmentation and segregation within the labor market or within the household was present. Contributions from development theory, new household economics (NHE), labor economics, and feminist analysis have done much to change this. Focusing on gender equality by which we mean equality in opportunity, inputs, and outcome has yielded important insights for the growth and development of an economy. But we are still at the cusp. While there have been huge improvements in recognizing gender as an analytical category at the microeconomic level, the macroeconomic implications of gender equality remain undeveloped. Engendering macroeconomics is an important and valid research and policy area. Over the past three decades, economic development has generally affected women differently than men in the developing world. At the same time, gender relations have affected macroeconomic outcomes. This report examines how current legal provisions in Algeria, Egypt, Jordan, Libya, Morocco and Tunisia are impacting women's ability to fully participate in economic life, both as employees and entrepreneurs. It is based on a comparative analysis of the various rights set out in constitutions, personal status laws, labour laws, in addition to tax and business laws. The report recognises the considerable progress made - in particular in the aftermath of the 2011 uprisings - following the adoption of constitutional and institutional reforms to strengthen women's status. Yet ensuring sufficient opportunities for women remains a challenge in the six countries. The report suggests that this may be due to different factors such as: the existence of certain laws that are gender discriminatory, contradictions between various legal frameworks, lack of enforcement mechanisms, and barriers for women in accessing justice. Through targeted policies, countries can tackle these challenges, and help unleash women's potential to boost growth, competitiveness and inclusive social development.
