Too often, we are told that Russia plays a weak hand well. But, perhaps the nation's cards are better than we know. Russia ranks significantly behind the US and China by traditional measures of power: GDP, population size and health, and military might. Yet 25 years removed from its mid-1990s nadir following the collapse of the USSR, Russia has become a supremely disruptive force in world politics. Kathryn E. Stoner assesses the resurrection of Russia and argues that we should look beyond traditional means of power to assess its strength in global affairs. Taking into account how Russian domestic politics under Vladimir Putin influence its foreign policy, Stoner explains how Russia has battled its way back to international prominence. From Russia's seizure of the Crimea from Ukraine to its military support for the Assad regime in Syria, the country has reasserted itself as a major global power. At its height, the Russian empire covered eleven time zones and stretched from Scandinavia to the Pacific Ocean. Arguing against the traditional historical view that Russia, surrounded and threatened by enemies, was always on the defensive, John P. LeDonne contends that Russia developed a long-term strategy not in response to immediate threats but in line with its own expansionist urges to control the Eurasian Heartland. LeDonne narrates how the government from Moscow and Petersburg expanded the empire by deploying its army as well as by extending its patronage to frontier societies in return for their serving the interests of the empire. He considers three theaters on which the Russians expanded: the Western (Baltic, Germany, Poland); the Southern (Ottoman and Persian Empires); and the Eastern (China, Siberia, Central Asia). In his analysis of military power, he weighs the role of geography and locale, as well as economic issues, in the evolution of a larger imperial strategy. Rather than viewing Russia as peripheral to European Great Power politics, LeDonne makes a powerful case for Russia as an expansionist, militaristic, and authoritarian regime that challenged the great states and empires of its time.

Since the end of the Cold War NATO has redefined its raison d’etre, extending its membership, broadening its political goals and widening its zone of operation. This book examines the current state of relations between NATO and Russia, examining a number of key areas, and assesses the prospects for future development. It concludes that all parties have a powerful interest in building and maintaining security, and that the growth of the zone of democracy holds out the best hope for solving some of Russia’s most seminal security concerns.

Russia today represents one of the major examples of the phenomenon of "electoral authoritarianism" which is characterized by adopting the trappings of democratic institutions (such as elections, political parties, and a legislature) and enlisting the service of the country's essentially authoritarian rulers. Why and how has the electoral authoritarian regime been consolidated in Russia? What are the mechanisms of its maintenance, and what is its likely future course? This book attempts to answer these basic questions. Vladimir Gel'man examines regime change in Russia from the collapse of the Soviet Union in 1991 to the present day, systematically presenting theoretical and comparative perspectives of the factors that affected regime changes and the authoritarian drift of the country. After the fall of the Soviet Union, Russia's national political elites aimed to achieve their goals by creating and enforcing of favorable "rules of the game" for themselves and maintaining informal winning coalitions of cliques around individual rulers. In the 1990s, these moves were only partially successful given the weakness of the Russian state and troubled post-socialist economy. In the 2000s, however, Vladimir Putin rescued the system thanks to the combination of economic growth and the revival of the state capacity he was able to implement by imposing a series of non-democratic reforms. In the 2010s, changing conditions in the country have presented new risks and challenges for the Putin regime that will play themselves out in the years to come.

IN a small book about Russia, written when the war was at its height, I undertook a brief survey of the history of Anglo-Russian relations from the sixteenth century, when they were first inaugurated, to the Intervention, when they temporarily ceased, in order to indicate, very lightly, certain lessons which could be learnt with profit for the future. The future, by which I then meant the end of the war in Europe and Asia, is now the present, and the lessons have not been learnt. They will not be repeated here and I refer to that earlier book only because it has a direct bearing on this one, which is neither more nor less than an attempt to produce a picture of the Russian people, their culture, and their political ideas, against the back ground of the unchanging conditions of their landscape and their climate. Something of this kind seems to me badly needed to serve as a firm anchorage for our thoughts and speculations about the impact of Russia upon the rest of the world. In that earlier book, after considering the monotonous and gloomy regularity with which the birth and recurrent rebirth of good-will between our two countries has been succeeded by the resurrection of suspicion, hardening quickly into hostility, open or concealed, and after some attempt to suggest reasons for this dire and inflexible rhythm, I tried to show that if we were not very careful we should find the same thing happening at the end of the war which then seemed a long way off, and I went on to suggest that one of the first steps we could take to strengthen ourselves against the inevitable shock of disillusion ment to come was to disillusion ourselves a little in advance and try to think of the Russians as ordinary human beings instead of as a nation of masked demigods. I was writing in 1943, shortly after the victory at Stalingrad, when the agitation for the so-3 4 Russia and the Russians called Second Front was at its height both in Moscow and in London, and when we, the average Englishman or American, were extending to Russia a warmth and passion of admiration unprecedented in the history of alliances. Nothing Russia did was wrong nothing we did was right. To return from Moscow to London at that time was an odd and unmanageable experience...
