Buying defense weapon systems under multiyear contracts rather than a series of single-year contracts can save costs because contractors can buy materials in more economic quantities, schedule workers and facilities more efficiently, and reduce the burden of preparing multiple proposals. The U.S. Air Force is in the process of awarding multiyear contracts for 60 F-22A aircraft over three years. Congress wants to assure itself that the proposed contract will yield the promised savings and asked RAND for an independent review of the estimated savings. Researchers found that a multiyear procurement of three lots of F-22A fighters would save an estimated $411 million-about 4.5 percent of the total contract value. They were able to trace 70 percent of the $411 million to substantiated savings estimates identified by the contractors. Examining the issue of multiyear savings using several approaches produces a consistent range of results, indicating that the savings attributed to the multiyear contract by the contractors appear to be reasonable.

The Air Force F-22 Raptor is an air superiority aircraft being developed to replace F-15 fighter aircraft. Lockheed Martin Corporation and Pratt & Whitney Corporation are the contractors for the airframe and engine, respectively. Development, which started in 1991, is scheduled to be completed in August 2003. The Air Force plans to enter low-rate initial production in December 2000. Projections of higher production costs have been a source of concern for several years. In 1996, because of potential cost increases, the Air Force established a team-known as the Joint Estimating Team-to review the total estimated cost of the F-22 program. The team concluded that the cost of production could grow substantially from the amounts planned, but that cost reduction initiatives could be implemented to offset that cost growth. The Office of the Under Secretary of Defense for Acquisition, Technology, and Logistics generally adopted the team's recommendations to change certain aspects of the program as well as a plan to define and implement cost reduction initiatives. F-22 production costs were also discussed in the National Defense Authorization Act for Fiscal Year 1998 (P.L. 105-85, Nov. 18, 1997). That act limited the total cost of F-22 production but did not specify the total number of aircraft to be procured. The most recent production costs estimates were completed by the Air Force and the Office of the Secretary of Defense in late 1999. The Air Force's estimate of $40.8 billion and the Office of the Secretary's estimate of $48.6 billion both considered the potential impact of cost reduction initiatives known as production cost reduction plans. The airframe and engine contractors had identified about 1,240 of these plans-totaling $21 billion-in participation with the Air Force's F-22 program office. The Under Secretary of Defense for Acquisition, Technology, and Logistics reviews the status of the F-22 program quarterly, including its cost and affordability.

The F-22A Raptor is a next-generation fighter/attack aircraft that features the latest stealth technology to reduce detection by radar. Using more advanced engines and avionics than the current F-15 Eagle, the F-22A is intended to maintain U.S. Air Force capabilities against more sophisticated enemy aircraft and air defenses in the 21st century. This report examines the Air Force's F-22A Raptor program, including costs and schedule; considers several key issues, and concludes with a synopsis of recent legislative activity on the program. In 1986, two contractors were selected to build competing prototypes, Lockheed's YF-22 and Northrop's YF-23, which were flight tested in late 1990. In April 1991, the Air Force selected Lockheed's YF-22 design for full-scale development, now termed System Development and Demonstration (SDD). The aircraft is powered by Pratt & Whitney's F119 engine, selected in competition with General Electric's F120 engine. In December 2005, the Air Force announced that the 12 F-22 aircraft with the 27th Fighter Squadron, 1st Fighter Wing, Langley Air Force Base, had reached initial operational capability (IOC). A 185-aircraft program was estimated by the Department of Defense (DOD) in December 2005 to cost about $65.4 billion in actual prior-year and projected out-year expenditures. The Administration's FY2007 budget requested $2.6 billion for the F22A program, and the request to enter into a multiyear procurement (MYP) for the final three years of production. The F-22A has had strong congressional support, although some have criticized the program on grounds of cost, requirements, and coordination with other tactical aircraft programs. Deletion of procurement funds in the FY2000 defense appropriation bill passed by the House made the future of the program a major issue for House and Senate conferees in 1999. Some question the urgency of procuring the F-22A when production of comparable or better aircraft by other countries appears unlikely. Others argue that the F-22A should be produced in large numbers to cope with future threats from more advanced air defenses of potential enemies and to maintain the preeminent U.S. position in aviation technology and production. The airframe will be produced by Lockheed Martin in Marietta, GA, and Ft. Worth, TX, and by Boeing in Seattle, WA, with engines by Pratt & Whitney in Middletown, CT. This report will be updated.
