This volume examines migration between Africa and Europe, rather than just from Africa to Europe. Based on a unique socio-demographic survey carried out both in origin and destination countries (MAFE survey), it argues that return migration, circulation, and transnational practices are significant. Policy design must also take these factors into account. Comparing in a systematic way three flows of African migrants (from Democratic Republic of Congo, Ghana and Senegal), this study offers a new view on the patterns, determinants, and family and economic effects of migration. By comparing six European countries (Belgium, France, Italy, the Netherlands, Spain and the UK), it shows that the dynamics of migration differ greatly in new vs. old destination countries. Based on a statistical analysis of life histories, this study provides a dynamic view of migration that will help readers better understand current trends as well as future trajectories. It will appeal to researchers, academics, practitioners, and others interested in taking a deeper look in (im)migration issues.

Investigating the connections between multiculturalism, minorities, citizenship, and democracy in North Africa, this book argues that multiculturalism in this region– and in the Arab world at large – has reached a significant level in terms of scale and importance. In the rest of the world, there has been a trend – albeit a contested one – toward a greater recognition of minority rights. The Arab world however, particularly North Africa, seems to be an exception to this trend, as Arab states continue to promote highly unitary and homogenizing ideas of nationhood and state unity, whilst discouraging, or even forbidding, minority political mobilization. The central theoretical premise of this book is that North Africa is a multicultural region, where culture is inherently linked to politics, religion, gender, and society, and a place where democracy is gradually taking root despite many political and economic hurdles. Addressing the lacuna in literature on this issue, this book opens new avenues of thought and research on diversity, linking policy based on cultural difference to democratic culture and to social justice. The involvement of minorities in politics has been the subject of a considerable number of studies. However, these studies are rarely concerned with the views of Muslims on their participation in the political processes of non-Muslim societies. Several Western scholars have thought and still think that the world, from the perspective of Muslims, can be divided in accordance with the dichotomy of the classical Islamic Law that distinguishes between the "Territory of Islam" and the "Territoryof War". however, during the last decennia various Muslim scholars have tried to reinterpret the position of Muslims in non-Muslim societies in new religious terms by which this classification has been emended and corrected. In this book, four different views are distinguished: the pragmatic, idealistic or utopian, re-interpretative, and traditionalist views. It goes without saying that the practical implementaion of these views to a large degree depends upon the types of Muslim organizations and representative bodies in those societies, as well as their denominational and ethnical backgrounds. From an international comparative perspective it appears that, contrary to the situation in Australia, Muslims of most Western European states have been thus far unsuccessful in creating representative organizations at national levels. This is also illustrated by studies of Muslim organizations in Germany, Italy and the united Kingdom. Another important factor consists of the views of the younger generations of Muslim immigrants about the compatibility of their Islamic identiity and full participation in the non-Muslim, secular societies in which they are living. Research on this subject contained in the present book responds to this question in an affirmative way.

International Migration: Prospects and Policies offers a comprehensive, up-to-date survey of global patterns of international migration and the policies employed to manage the flows. It shows that international migration is not rooted in poverty or rapid population growth, but in the expansion and consolidation of global markets. As nations are structurally transformed by their incorporation into global markets, people are displaced from traditional livelihoods and become international migrants. In seeking to work abroad, they do not necessarily move to the closest or richest destination, but to places already connected to their countries of origin socially, economically, and politically. When they move, migrants rely heavily on social networks created by earlier waves of immigrants, and, in recent years, professional migration brokers have become increasingly common. Developing countries generally benefit from international migration because migrant savings and remittances provide foreign earnings to finance balance of payments deficits and make productive investments. Some developing nations have gone so far as to establish programs or ministries dedicated to the export of workers. Developed nations, in contrast, focus more on the social and economic costs of immigrants and seek to reduce their numbers, regulate their characteristics, and limit their access to social services. Over time, receiving nations have gravitated toward a similar set of restrictive policies, yielding undocumented migration as a worldwide phenomenon. Globalization also creates infrastructures of transportation, communication, and social networks to put developed societies within reach. In the latter, ageing populations and segmenting markets create a persistent demand for immigrant workers. All these trends are likely to intensify in the coming years to make immigration policy a key political issue in the twenty-first century.

This book aims to portray migratory experiences, documented in the form of biographical narratives. We are interested in the dynamic aspect of migration, which effectively becomes a complex trajectory, made up of stages, returns, and circulations and no longer simply, as in the industrial era, a bipolar exile (there and here). In these complex and dynamic movements, many trajectories become bifurcations, by which we mean shifting fates. In these stories we found paths, events, and bifurcations, all combined together, in terms of biographical construction based on accumulated experiences. These narratives are both very banal and very unusual journeys, portraying a new international human globalization. They are simultaneously stories of barriers to be crossed in chaotic situations interspersed with peaceful events in quiet contexts. These journeys reveal not only the weight of migration policies, but also the certification policies implemented and developed by various countries. This book presents itineraries, social logics of mobility; the routes become the analysts. La présente thèse a pour but d'étudier l’implication des ménages d’origine dans la migration de leurs membres ainsi que la participation des migrants à la (sur) vie économique de leurs ménages d’origine. Les principales hypothèses postulent un lien très étroit entre les aides obtenues de ménages et les comportements de transfert des migrants. De même, les ménages recevant des transferts jouiraient de meilleures conditions de vie que ceux qui n’en reçoivent pas. Les données utilisées sont tirées de l’enquête MAFE1-RDC, réalisée à Kinshasa en juillet-août 2007 à l’occasion du projet « Crise économique et migrations internationales en RDC ». Ce projet s’inscrivait dans le programme de recherche international dénommé FSP-74 « Migrations internationales, recompositions territoriales et développement dans les pays du Sud », financé par le Ministère français des Affaires étrangères à travers le Ceped. Un échantillon stratifié probabiliste de 945 ménages a été tiré. Les données ont été analysées en recourant à la régression logistique binomiale, à la régression ordinale et au modèle tobit. Les résultats obtenus indiquent que la majorité des migrants a reçu des aides de son ménage d’origine au départ en migration. Ces aides ont largement déterminé leur comportement de transferts et la probabilité de recevoir des transferts des ménages. Les plus aidés se sont aussi montrés plus prompts à transférer. De même, le continent de résidence des migrants est lié à la probabilité d’envoyer/recevoir des transferts. On a observé aussi dans certains cas que les comportements de transferts des migrants obéissent aux motivations plus proches du modèle d’altruisme de Lucas et Stark (1985). Par ailleurs, nous avons observé que certains transferts s’orientent vers les ménages les plus vulnérables. Enfin, les ménages recevant des transferts sont plus susceptibles de jouir de meilleures conditions de vie que les autres, particulièrement ceux dont au moins un migrant réside hors Afrique.
