Zur Charakterisierung der Politik im deutschen Bundesstaat werden seit Ende der 1960er Jahre vor allem zwei Begriffe verwendet, die die Entwicklungstendenzen des bundesstaatlichen Ordnungsprinzips am ehesten beschreiben: Politikverflechtung und F”deralismus. Im Rahmen der Koordination und Kooperation der verschiedenen staatlichen Akteure ist ein komplexes Netzwerk von sich berschneidenden Zust„ndigkeiten, Koordinationsmustern sowie formellen und informellen Mitsprachebefugnissen entstanden. Vor dem Hintergrund des voranschreitenden europ„ischen Integrationsprozesses stellt sich fr die bundesdeutschen L„nder die Frage, wie sie auf die Europapolitik des Bundes und auf die politischen Entscheidungen, die auf europ„ischer Ebene getroffen werden, Einfluss nehmen k”nnen. Im Mittelpunkt steht dabei stets die Intention, den durch den europ„ischen Integrationsprozess erlittenen Kompetenzverlust auszugleichen und m”glichst das Heft des Handelns in der Hand zu behalten. Trotz ihrer Bemhungen mssen die L„nder eine wachsende Limitierung ihres eigenst„ndigen Handlungs- und Gestaltungsspielraums hinnehmen, wobei die Landesparlamente in besonderer Weise betroffen sind. Der Umstand, dass der bundesdeutsche F”deralismus das zwischen Nationalstaat und Europ„ischer Union bestehende Zwei-Ebenen-System um eine dritte subnationale Ebene erweitert, und die Frage, welche Konsequenzen dies fr die Beteiligungsm”glichkeiten der L„nder am europ„ischen Entscheidungsprozess hat, liegen dieser Arbeit zugrunde.

Federalism: The Canadian Experience offers readers an insight into a fascinating form of federalism. The founding fathers of the Canadian Federation attempted to draft a constitution that would ensure a centralized structure with a weak senate and limited power for the provinces. However, over time the process of decision making became more decentralized (in contrast to the USA and Australia for example, where it became more centralized) because of the pressure of sociopolitical and economic realities. The role of French-speaking Quebec in the development of Canadian federalism can hardly be overestimated. Various efforts have been made to accommodate the demands of Quebec for recognition as a "distinct society", but little has been done thus far to restructure the constitution on a grand scale. The ethic interaction, the demands of the indigenous people, the Charter of Rights and Freedom, intergovernmental relations and the asymmetry between the provinces are all matters that require further analysis and discussion.
