In der vorliegenden Arbeit, verfasst von Magdalena Konieczek und Jacob Köppel, werden der Begriff des „Großprojekts“ definiert sowie die rechtlichen Grundlagen der Planfeststellung unter dem Gesichtspunkt ihres Ablaufs und der Beteiligungsmöglichkeiten erläutert. Anhand aktueller Kontroversen um zwei Infrastruktur-Großprojekte, namentlich der neue Großflughafen Berlin-Brandenburg (BER) sowie der Umbau des Eisenbahnknotens Stuttgart („Stuttgart 21“) wird unter Beachtung der Grundlagen die These, dass solchen Projekten generell gewisse Konfliktpotentiale innewohnen und es darüber hinaus grundlegende Probleme im deutschen Planungssystem gibt, untersucht. Das Ergebnis dieser Untersuchung ist, dass es der Planung an Rationalität, Reflexionsvermögen sowie Legitimität in ihren Entscheidungen fehlt und darüber hinaus wesentliche Ursachen in Problemen bei der Einbeziehung der Bürger in die Planung von großen Projekten liegen. Obgleich eine Vielzahl dieser Probleme nicht gelöst werden kann und große Projekte aufgrund ihrer Konfliktpotentiale immer dem Risiko solcher Kontroversen ausgesetzt sein können, gibt es Möglichkeiten für die Planung, sich abzeichnende Konflikte frühzeitig zu erkennen und in ihrem Ausmaß zu minimieren. Hierzu sind eine frühere, umfassendere und auf Augenhöhe erfolgende Beteiligung der Bürger notwendig. Dies schließt auch den Austausch von Argumenten und die Einbeziehung des Bürgers als gleichberechtigten Partner in die grundlegende planerische Entscheidung mit ein. The objective of this paper Whom do we plan for? – Analysis and comparison of two planning controversies: causes and possible strategies by Magdalena Konieczek and Jacob Köppel is to illustrate challenges in planning processes associated with large-scale projects, based on two case-studies. Therefore it explains critical approval processes, focussing on possibilities for participation. The discourse on the selected case-studies – the nearly finished construction of the new Berlin-Brandenburg-Airport (BER) and the reconstruction of the railway-infrastructure in Stuttgart (“Stuttgart 21”) – illustrates that this kind of projects typically has a huge potential for conflicts and that these problems are based in the German planning system. The result of this exploration is that the German planning system needs to generate a higher level of rationality, reflectivity and legitimacy in its decisions. The problems are furthermore rooted in inadequate options for the citizens to participate. Not all of those problems can be solved by the planning authorities and there is always a risk for large-scale projects to spark a controversy. But it is possible for planners to identify such conflicts in an early stage and to minimize their impacts. For this they would need comprehensive participation in earlier stages of the projects with the possibility for all citizens to discuss their arguments in equality to the planners and to participate in the decision-making.

The concept of a circular economy gains more and more popularity for companies and politics. In theory the concept holds not only ecological and social but also several economic advantages for the applying companies. This book addresses the following research questions: How is the concept of the circular economy implemented? What impact has the implementation of circular economy on organizations? What are the challenges deriving from circular economy implementation? A qualitative study with companies from various industries in Europe and America has been conducted. Results show that the theoretical comprehensive benefits cannot yet been found in the economy. Finally the central findings are compared to findings in existing literature, contributions to it discussed and a critical view on circular economy provided.
