This manual is designed to assist Aboriginal Human Resources Development Agreement holders build their organizational capacity. It contains a tool for capacity assessment to determine where various kinds of capacity exist in order to plan future enhancements. The tool is based on competencies required in effective human resources organizations, and is broken down into five main sections corresponding to the five dimensions of capacity: intervention, socio-economic integration, partnering, administration, and accountability. These dimensions are broken down into capacity criteria, each containing a number of capacity issues that need to be explored & addressed to see whether capacity exists. There are five capacity indicators for each issue. Worksheets for use in the assessment are included.

Inuit have lived in Canada's north since time immemorial. Challenging the commonly held perception that immigrants' lives are shaped exclusively by their sending and receiving countries, Here, There, and Elsewhere breaks new ground by showing how immigrants are vectors of globalization who both produce and experience the interconnectedness of societies—not only the societies of origin and destination, but also, the societies in places beyond. Tahseen Shams posits a new concept for thinking about these places that are neither the immigrants' homeland nor hostland—the "elsewhere." Drawing on rich ethnographic data, interviews, and analysis of the social media activities of South Asian Muslim Americans, Shams uncovers how different dimensions of the immigrants' ethnic and religious identities connect them to different elsewheres in places as far-ranging as the Middle East, Europe, and Africa. Yet not all places in the world are elsewheres. How a faraway foreign land becomes salient to the immigrant's sense of self depends on an interplay of global hierarchies, homeland politics, and hostland dynamics. Referencing today's 24-hour news cycle and the ways that social media connects diverse places and peoples at the touch of a screen, Shams traces how the homeland, hostland, and elsewhere combine to affect the ways in which immigrants and their descendants understand themselves and are understood by others.

The International Decade for the Rapprochement of Cultures (IDRC) builds on the strong momentum created by and the achievements of both the International Decade for a Culture of Peace and Non-Violence for the Children of the World (2001-2010) and the International Year for the Rapprochement of Cultures (2010). The rapprochement of cultures implies that international security and social inclusion cannot be attained sustainably without a commitment to such principles as compassion, conviviality, hospitality, solidarity and brotherhood which are the corner stones of human coexistence inherent in all faiths and secular ideologies. The current surge of flaring conflicts, acts of violence and intolerance demands urgent actions. Peoples and nations have to join forces for the development of a universal global consciousness free from racial, ethnic and social prejudices. The United Nations have proclaimed the period 2013-2022 as "International Decade for the Rapprochement of Cultures" to address these global challenges, with UNESCO as the lead agency for the United Nations system.
