Service integration entails the delivery of educational, health, and social services to children, youth, and their families through collaborations that include schools and major health and social service providers. Organized as a series of questions, this monograph provides information and insights on the process of service integration, particularly as it pertains to rural schools and community agencies. Part 1 examines definitions of service integration and related concepts; needs of rural children, youth, and families; problems addressed by service integration; recommended policies; models that are being implemented; implications for educators; activities of the 10 regional educational laboratories; and the policy statement of the National Rural Education Association. Section 2 addresses the views of rural practitioners on the roles of rural teachers and administrators, unique strengths of rural schools and communities, barriers to service integration, services offered and not offered in rural areas, location of service delivery, target populations, planning, parental acceptance, school's role in governance, available resources, state mandates, and evaluation data. This section concludes that the success of service integration depends on financial, human, technical, and knowledge resources, as well as on creative mechanisms to overcome resource deficiencies. Section 3 discusses the role of rural teachers and administrators in planning; delineates planning guidelines; and presents information on implementation in Kentucky, New Jersey, and Delaware. The rural areas in the world are experiencing an identity crisis: for example, in France some areas are losing population, while those that are growing find that the population is changing from agricultural workers to retired persons and blue-collar and white-collar employees. This report, which summarizes discussion at a recent Organisation for Economic Cooperation and Development (OECD) seminar, examines some of the strategies available for redefining the role of schools in changing rural areas. Since rural areas vary considerably, it is impossible to establish a norm for a model school, yet some general points include the need to make decisions in light of children's academic future on the one hand, while, on the other hand, considering the school's role in local development and in the broad debate on revitalizing rural areas. Instead of proposals for a rigid model system, what is needed is consideration, at the site level, of the objectives of each school group. OECD countries seem determined to provide pupils with diverse but genuine solutions, including cooperation, clustering, and the use of new technologies to relieve the isolation of rural schools while expanding the range of social services they provide to their communities. Sections of this report focus on various approaches related to (1) maintenance of small schools versus mergers; (2) school role in meeting student needs and in community development; (3) architectual design of rural schools; and (4) financial considerations in school size, transportation, and new technologies. Rural schools, and the large chunk of the nation's students who attend them, face challenges every bit as daunting as those of their urban counterparts. It is important to keep in mind that rural schools differ greatly from one another. But as a group, students in these schools generally score as well as or better than non-rural students on standardised tests. The makeup of student populations in rural schools differs considerably across the country as well. As a whole, rural students are predominantly white. Studies in several states have shown that small schools and districts can overcome the adverse effects of poverty on student achievement and narrow the achievement gap between poor students and their more affluent peers.
