The aim of this study is to examine the extent to which the end of the Cold War led to Europeanisation in the Common Security and Defence Policy (CSDP). The analysis takes into consideration previous studies on Europeanisation and its impact on the transformation of national security and defence, and attempts to account for the development of Europeanisation and related mechanisms. These mechanisms, which have been described as framing mechanisms and negative integration, incorporate all the major relevant factors identified here (i.e. a common Strategic Culture, new security identity, domestic political decision-making, industrial base and defence-spending decline) that contributed to the realisation of the CSDP. The relevance of these factors for CSDP Europeanisation is examined through an historical and empirical analysis, and the relationship between the CSDP and North Atlantic Treaty Organization (NATO) is also explored. This approach facilitates analysis of the debate concerning the emergence of the CSDP and throws light on the political shift that led European Union (EU) leaders to support the CSDP. Another aspect of this study is the empirical examination of the dynamics and limitations of the European defence sector. The changes which took place in this sector facilitated the emergence of the CSDP and are therefore analysed in the light of globalisation issues, economies of scale, economic crises, military autonomy, new security strategy and Research and Development (R&D) impact. This book will be of interest to students of European security, EU politics, defence studies and International Relations.

Despite the growing academic interest in the development policy of the European Union (EU) and the booming literature on Europeanisation, the impact of Europe on national development policies has largely been overlooked. By exploring Member State interactions with and through the EU level across a number of different issues, this volume looks to herald a new research agenda. The picture emerging from the empirical evidence is that of modest degrees of Europeanisation. Resistance to Europe can be attributed to different factors, some operating at the domestic level (e.g. established cultural and normative structures, different types of veto players) and others related to the existence of several groupings with alternative policy prescriptions (e.g. Nordic donors, like-minded countries, former colonial powers). Even where there are signs of convergence (or divergence) between the development policies of the various Member States, they may be due to other influences rather than pressures coming from the EU. The book addresses the impact of the European Union (EU) on subnational mobilization in small unitary states. Located at the intersection of contributions from the literatures on multilevel governance and Europeanization, this book offers a new theoretical framework to account for state rescaling processes in small unitary states. By means of a comparative analysis of eight small unitary states in Europe, this book shows that the impact of the EU on subnational mobilization is filtered through domestic mediating factors which can lead to three possible outcomes: decentralization, recentralization or no change. The book offers a balanced combination of analytical clarity and the richness of empirical accounts in a wide diversity of case studies. It sheds a new light on the ‘hybrid nature’ of the European polity and demonstrates that member state governments have remained the most important pieces of the European puzzle. Overall, it arrives at two conclusions: first, that we are witnessing a ‘transformation of the state’ rather than its demise; second, the notion of a ‘Europe of the Regions’ in small unitary states was no more than a ‘damp squib’.
