Citizen engagement and performance measurement are concepts inherently in conflict with each other. Local government values citizen input and good governance. Simultaneously, the pressure of local government to be efficient and effective utilizing managerial techniques common in the private sector is intense. Due to challenges associated with the integration of performance measurement and active citizen involvement, initiatives in this area are sparse. This study, using a mixed methods analysis, explored the research questions through examination of thirty-six units of local government that participated in the Alfred P. Sloan Foundation's Government Trailblazer Program. This program provided a unique opportunity for exploratory research of whether active citizen participation enhances or hinders effective measurement of government performance. The second research question investigated necessary attributes for implementing Citizen Informed Performance Measurement (CIPM) that support democratic governance while maximizing efficiency in the areas of organizational commitment and leadership, public management skills, citizen participation, the use of performance measures, citizen outcomes, and organizational experience. Results of the study produced three themes: Citizen Perspective, Performance Measures, and Collaboration. Findings revealed that citizen perspective in performance measurement was most important, followed by collaboration. The affect of citizen involvement in performance measurement of specific programs and services was not as strong in agreement. The research revealed key attributes for a successful CIPM include commitment of elected officials, shared decision-making with citizens, public management interpersonal skills, the use of performance measures for program continuous improvement, increased accountability to citizens, and prior experience of municipalities actively involving citizens in government.

This study examines efficiency as a key component of performance, applies new performance measurement techniques to the measurement of local government performance, and verifies theoretical debates on economic, financial, political, and environmental factors related to performance in local government. Improving performance and promoting efficiencies in local government are important issues in both academic and practical public administration. Despite the remarkable development of performance measurement in local government since the 1990s, empirical evidence is still limited on the extent of the utility and practicability of performance measurement in local government. Results of this research are developed from a study of Korean local governments which have common central government funding, characteristics, and required expenditure record keeping. The results of the research study findings: (1) higher levels of employment of citizens relates to more efficient local governments; (2) local governments having lower expenditures and more independent revenue sources are more efficient local governments; (3) political factors such as mayors' political preferences and citizens' participation in voting during mayors' elections are not related to the efficiency of local government; (4) as the population size of a Korean city increases, the efficiency of the Korean city government increases until the range of population reaches 800,000; (5) increased numbers of public employees in Korean city governments results in decreased efficiency; and (6) consolidated Korean city governments are less efficient than non-consolidated city governments. Findings from this study suggest that in order to improve the performance of any local government there should be the following: smaller size of governments; competition between city governments; economies of scales in government; independent revenue sources; the application of benchmarks; and more performance measurements.

Currently, the use of information and communication technologies (ICTs) in government is growing at a frenetic pace. Consequently, governments are relying upon ICTs to increase efficiency, improve effectiveness and enhance service delivery to the public. To accomplish this goal, governments are infusing features of e-governance to improve government-to-citizen (G2C) communication (Gibson, et al., 2002). Taking full advantage of available technology, many municipal governments have begun to report their performance measures online. While the activities of governments who select to communicate performance information to the public online seems as if it would be a natural progression within contemporary public administration, evidence supporting this activity is unclear. The crystallization of e-governance and performance reporting is the focus of this study. Specifically, this research examines online performance reporting to external stakeholders, thus the primary research question is: what are the factors influencing United States municipal governments to report performance measurement data online? This research applies a mixed methodology to assess the factors that influence local governments to publish performance measurement data online. The factors studied that are expected to impact online performance reporting are socioeconomic conditions, the structure of the government and leadership characteristics. A website content analysis of the 200 most populated U.S. cities was employed to examine the municipalities that publish performance data online. To evaluate the municipalities that do report performance online, an index was constructed that assesses 30 features of the performance report. Finally, 19 semi-structured interviews with municipal managers were conducted to explore additional factors that may impact online performance reporting at the local level of government. The study reveals that a great deal of variation exists within municipal governments that actually do report performance online. At this point, online performance reports commonly provide a great deal of general information and less substantive and exhaustive details. The results of this research may be viewed as an indication that online performance reporting is a unique feature of local governments and it is a phenomenon deeply rooted within the culture of governments who aim to be responsive and transparent to the public.

Public organisations have been scrutinised and enforced to provide better services, particularly after the emergence of the New Public Management (NPM). After the 2001 decentralisation, local governments in Indonesia have been granted with much greater amount of budget and mandated to improve public services provision and accountability. As a result, measuring performance of local governments has become prominent. Several regulations have been enacted to force local governments to utilise performance measurement (PM) systems and to regularly report their performance. Drawing upon management accounting in the public sector and extant literatures on public sector reform, this study seeks to (i) identify factors affecting PM utilisation that could explain the case of local governments in Indonesian context, (ii) examine current practices of PM in local government, and (iii) examine the perceived impacts of PM utilisation on accountability. Those issues were tested using a mixed method approach with collection of data from self-administered survey questionnaires and a series of post-survey interviews. Stronger emphasis was put on the quantitative approach as the objective of this study is to develop generalised findings of PM utilisation in local governments. This study was conducted in East Java - a province which has the highest number of local governments, the second most populous, and in total received the highest amount of block grants. The underpinning theories used for developing the research model include contingency theory, institutional theory (new institutional sociology), and knowledge utilisation theory. Contingency factors hypothesised to affect the utilisation of PM are RBM commitment (goal orientation and management commitment to utilising PM), government regulations (on performance measurement, mandatory performance auditing, compulsory competitive tendering, and public private partnership initiative) and supporting factors such as decision authority, parliament support, availability of resources for utilising PM, and related training on PM. Based upon knowledge utilisation theory (Beyer and Trice, 1982), utilisation of PM is framed as consisting of two stages: adoption and implementation. Those three groups of contingency factors are hypothesised to affect the two stages of utilisation. This study found a model of PM utilisation which is different from that in the developed countries. The results indicate that there are different factors affecting PM adoption and PM implementation. In general, this study clarifies that PM utilisation in local governments are regulatory driven. PM adoption is driven only by regulatory factors, i.e. regulation on PM and mandated performance auditing, which is also regulatory based. On the other hand, PM implementation is directly influenced by goal orientation and top management commitment to utilising PM. This finding magnifies the central role of RBM in the implementation of PM. Goal orientation mediates the influence of PM regulation, mandated performance audit, decision making authority, and the availability of resources to PM implementation. Similarly, management commitment also mediates the influence of PM regulation, regulation on procurement, mandated performance audit, decision making authority, parliament support, and the availability of resources to PM implementation. It is also shown that the implementation of PM enhances accountability. While qualitative analysis indicate that compliance with regulations merely appeared to producing performance reports, the implementation of PM emerged to be superficial, indicating that the PM is 'decoupled' from the essential goal of local governments. Finally, this study concludes by discussing its theoretical and practical implications and proposing several recommendations for future research.

Despite a growing movement toward accountability in the public sector, little research exists on factors affecting the use of accountability tools such as performance measurement. Many publications suggest how to use performance measures, but little is known about why some municipalities use performance measurement whereas others do not. This study examines performance measurement within economic development, an area of local government that attempts to create better jobs and wages for citizens, yet faces growing criticism over its cost and effectiveness. The analysis identifies factors that affect performance measurement in economic development and compares the impact of structural determinants such as demographic and socioeconomic factors to local community choices such as organizational, political, and community forces. Of the local choice variables, performance measurement was most influenced by organizational characteristics of the economic development agency: staff size, budget, plans, partnering, and number of business incentives offered. Structural determinants, which included city expenditures, labor and employer barriers, competition for investment, and region of US, exerted less influence on performance measurement, yet showed that socioeconomic and competitive forces do affect the use of accountability tools. Overall, the findings indicate that in municipal policymaking, both structural constraints and local choices matter, but local choices matter more.
