This technical report presents a case study based on the use of a small area estimation (SAE) approach to produce disaggregated estimates of SDG Indicator 5.a.1 by sex and at granular sub-national level. In particular, after introducing the framework for using SAE techniques, the report discusses a possible model-based technique to integrate a household or agricultural survey measuring the indicator of interest with census microdata, in order to borrow strength from a more comprehensive data source and produce estimates of higher quality. The discussed estimation approach could also be extended or customized for the integration of survey data with alternative data sources, such as administrative records, and/or geospatial information, and for the disaggregation of other (SDG) indicators based on survey microdata.

This publication serves as a guide for countries in exploring how reporting for the Sustainable Development Goals (SDG) indicators under FAO custodianship serves the scope of compiling information for the biennial transparency reports (BRT) under the Enhanced Transparency Framework (ETF). The paper intends to demonstrate the potential integration of adaptation reporting with SDG and Sendai Framework for Disaster Risk Reduction (SFDRR) global measurable targets and corresponding indicators to advance towards a common understanding of how to track adaptation while informing progress towards the Global Goal on Adaptation (GGA). Ethiopia is a low-income country and agriculture is the mainstay of the economy, accounting for for 34 percent of GDP and 70 percent of total employment share. Ethiopia remains one of the world’s poorest countries, despite the significant progress achieved in reducing poverty and hunger. The Government of Ethiopia through its Growth and Transformation Plan (GTP II) has consistently prioritized the transformation of agriculture from low-input, subsistence-oriented production systems to a fast-growing, intensive and commercially oriented sector to support the country’s aspirations to become a middle-income country by 2025. FAO’s Country Programme Framework (2016-2020), was formulated based on the GTP II. Over the evaluation period (2014-2019), FAO exceeded the resource mobilization targets. Overall, FAO’s programme displays several imbalances and disconnects, specifically between development activities and emergency response. The evaluation calls for FAO to adopt a more cohesive programmatic approach and continue to consolidate its fragmented programme. In the context of the Government’s plans for agricultural transformation, the evaluation also recommends that FAO support an economically sound value chain and market-based approach to agricultural development, while upholding normative values of inclusiveness and ecological sustainability.

The State of the World's Biodiversity for Food and Agriculture presents the first global assessment of biodiversity for food and agriculture worldwide. Biodiversity for food and agriculture is the diversity of plants, animals and micro-organisms at genetic, species and ecosystem levels, present in and around crop, livestock, forest and aquatic production systems. It is essential to the structure, functions and processes of these systems, to livelihoods and food security, and to the supply of a wide range of ecosystem services. It has been managed or influenced by farmers, livestock keepers, forest dwellers, fish farmers and fisherfolk for hundreds of generations. Prepared through a participatory, country-driven process, the report draws on information from 91 country reports to provide a description of the roles and importance of biodiversity for food and agriculture, the drivers of change affecting it and its current status and trends. Updates for many countries have made it possible to estimate hunger in the world with greater accuracy this year. In particular, newly accessible data enabled the revision of the entire series of undernourishment estimates for China back to 2000, resulting in a substantial downward shift of the series of the number of undernourished in the world. Nevertheless, the revision confirms the trend reported in past editions: the number of people affected by hunger globally has been slowly on the rise since 2014. The report also shows that the burden of malnutrition in all its forms continues to be a challenge. There has been some progress for child stunting, low birthweight and exclusive breastfeeding, but at a pace that is still too slow. Childhood overweight is not improving and adult obesity is on the rise in all regions. The report complements the usual assessment of food security and nutrition with projections of what the world may look like in 2030, if trends of the last decade continue. Projections show that the world is not on track to achieve Zero Hunger by 2030 and, despite some progress, most indicators are also not on track to meet global nutrition targets. The food security and nutritional status of the most vulnerable population groups is likely to deteriorate further due to the health and socio economic impacts of the COVID-19 pandemic. The report puts a spotlight on diet quality as a critical link between food security and nutrition. Meeting SDG 2 targets will only be possible if people have enough food to eat and if what they are eating is nutritious and affordable. The report also introduces new analysis of the cost and affordability of healthy diets around the world, by region and in different development contexts. It presents valuations of the health and climate-change costs associated with current food consumption patterns, as well as the potential cost savings if food consumption patterns were to shift towards healthy diets that include sustainability considerations. The report then concludes with a discussion of the policies and strategies to transform food systems to ensure affordable healthy diets, as part of the required efforts to end both hunger and all forms of malnutrition.
