In modernen, der Gleichberechtigung der Geschlechter unterliegenden Gesellschaften, gilt allgemein die Vorstellung, sowohl Männer als auch Frauen sollten im Regelfall einer Erwerbsarbeit nachgehen und sich eventuelle Familienarbeiten dann paritätisch teilen. Staat und auch Unternehmen sollten gleichzeitig für eine möglichst optimale Vereinbarkeit von Familie und Beruf und einen angemessenen Familienlastenausgleich sorgen. Peter Mersch zeigt dagegen: So etwas ist nicht möglich. Solche Gesellschaften würden das Prinzip der Generationengerechtigkeit verletzen. In der Folge dürften sie sukzessive alle ihre Kompetenzen verlieren und schließlich verarmen. Empirische Daten scheinen zu belegen, dass dieser Prozess in den entwickelten Ländern längst begonnen hat. Herkömmliche familienpolitische Maßnahmen - zum Beispiel die Verbesserung der Vereinbarkeit von Familie und Beruf - werden dagegen nichts ausrichten können. Der Autor schlägt vor, die Nachwuchsarbeit als gesellschaftliche Kollektivaufgabe zu verstehen, an der sich alle leistungsfähigen Bürger anteilsmäßig zu beteiligen haben, entweder durch Aufziehen eigener Kinder oder in Form von Abgaben. Die Höhe der von Kinderlosen steuerlich abzuführenden Beträge könnte sich an den Regelungen des Unterhaltsrechts orientieren. Mit den zusätzlichen steuerlichen Einnahmen könnte dann ein neuer Beruf finanziert werden, der es entsprechend qualifizierten Frauen und eventuell auch Männern erlauben würde, aus Familienarbeit mit eigenen Kindern ein Einkommen zu generieren. Bereits in naher Zukunft wird die Beherrschung der Bevölkerungsentwicklung zu den unerlässlichen Kompetenzen der Menschheit zählen müssen. Die zu niedrigen Geburtenraten der entwickelten Nationen sind dafür von Vorteil, denn das vom Autor beschriebene, in allen Ländern ganz ähnlich implementierbare Verfahren erlaubt die zielgenaue Erhöhung von Geburtenzahlen, das heißt, eine präzise und gegebenenfalls international abstimmbare Bevölkerungsplanung, und zwar ohne dabei in Persönlichkeitsrechte einzugreifen. Dies ist mit keiner anderen bislang vorgeschlagenen bevölkerungspolitischen Maßnahme möglich.
