This book analyzes how recent welfare state transformations across advanced democracies have shaped social and economic disparities. The authors observe a trend from a compensatory paradigm towards supply oriented social policy, and investigate how this phenomenon is linked to distributional outcomes. How – and how much – have changes in core social policy fields alleviated or strengthened different dimensions of inequality? The authors argue that while the market has been the major cause of increasing net inequalities, the trend towards supply orientation in most social policy fields has further contributed to social inequality. The 2008 financial crisis triggered the worst global recession since the Great Depression. Many OECD countries responded to the crisis by reducing social spending. Through 11 diverse country case studies (Belgium, Germany, Greece, Hungary, Ireland, Italy, Japan, Spain, Sweden, United Kingdom, and the United States), this volume describes the evolution of child poverty and material well-being during the crisis, and links these outcomes with the responses by governments. The analysis underlines that countries with fragmented social protection systems were less able to protect the incomes of households with children at the time when unemployment soared. In contrast, countries with more comprehensive social protection cushioned the impact of the crisis on households with children, especially if they had implemented fiscal stimulus packages at the onset of the crisis. Although the macroeconomic 'shock' itself and the starting positions differed greatly across countries, while the responses by governments covered a very wide range of policy levers and varied with their circumstances, cuts in social spending and tax increases often played a major role in the impact that the crisis had on the living standards of families and children.

Jan Brülle shows how poverty risks in Germany between 1992 and 2012 increased concentrated on those with low educational levels, in lower occupational positions, and with precarious employment careers, as the country’s welfare state failed to adapt to widening inequalities in households’ market incomes. Contrasting the German experience with Great Britain, where social transfers to low-income families in concert with favourable labour market conditions helped to reduce poverty between 1992 and the global financial crisis, he presents the most comprehensive comparative study on poverty trends in these two countries to date. Moving beyond a cross-sectional perspective on poverty, the author analyses why it became not only more frequent in Germany, but also more persistent in individual life-courses, and why faster exits have driven the decline in poverty in Great Britain.
