In dem vorliegenden Buch geht es um den Einfluss familienpolitischer Leitbilder auf real praktizierte Familienmodelle. Dazu werden die familienpolitischen Konzepte Deutschlands, Schwedens und Frankreichs miteinander verglichen. Als theoretischer Überbau für diesen Vergleich dient dabei der Neo-Institutionalismus. Mit Blick auf diese komparative Perspektive ist zunächst festzustellen, dass die empirisch gelebten Familienmodelle oftmals von den propagierten Leitbildern der einzelnen Länder abweichen oder zumindest Unterschiede zwischen Theorie und Praxis erkennbar sind. Die in diesem Buch vorgenommene Untersuchung zielt darauf ab, herauszufinden, welche Parameter und Variablen für diese Abweichungen verantwortlich sind. Ein besonderer Fokus liegt hierbei auf den gesellschaftlichen bzw. geschlechtlichen Rollenvorstellungen und deren Einfluss auf die Annahme bestimmter familienpolitischer Maßnahmen. Im Zentrum der Betrachtungen steht dabei die deutsche Familienpolitik, dessen Weiterentwicklung im Vergleich zum egalitären Doppelversorgermodell Schwedens sowie zur französischen Wahlfreiheit als familienpolitischen Leitbild, analysiert wird.

Anlass fur diese Themenwahl ist die steigende Importanz der Familienpolitik im institutionellen Kontext politischer Systeme in Europa. Betrachtet man die deutsche Familienpolitik aus einer gesamteuropaischen Perspektive wirft dies die Frage auf, was Deutschland von seinen europaischen Nachbarlandern hinsichtlich seiner institutionellen Strukturen (polity) und unterschiedlichen policy-Orientierungen im Bereich der Familienpolitik lernen kann. Fur den komparativen Vergleich werden dazu mit Deutschland, Schweden und Frankreich beispielhaft drei europaische Lander, die ein jeweils unterschiedliches wohlfahrtsstaatliches Modell aufweisen, herausgegriffen. Die handlungsleitende Fragestellung dabei lautet: "Inwiefern haben familienpolitische Leitbilder in Deutschland, Schweden und Frankreich zur Herausbildung von unterschiedlichen geschlechtlichen Rollenverstandnissen beigetragen, welche Bedeutung hat dabei das geschlechtliche Rollenverstandnis auf die Umsetzung und Annahme familienpolitischer Massnahmen?" Anhand dieser Fragestellung soll in einem Drei-Lander-Vergleich die gegenseitige Wechselwirkung von familienpolitischen Leitbildern und gesellschaftlichen Akteuren untersucht werden. Besonderes Augenmerk ist dabei auf den Einfluss geschlechtlicher Rollenvorstellungen bei der Annahme und Umsetzung familienpolitischer Regulierungen gerichtet. The ascendancy of neo-liberalism in different parts of the world has put social democracy on the defensive. Its adherents lack a clear rationale for their policies. Yet a justification for social democracy is implicit in the United Nations Covenants on Human Rights, ratified by most of the worlds countries. The covenants commit all nations to guarantee that their citizens shall enjoy the traditional formal rights; but they likewise pledge governments to make those rights meaningful in the real world by providing social security and cultural recognition to every person. This new book provides a systematic defence of social democracy for our contemporary global age. The authors argue that the claims to legitimation implicit in democratic theory can be honored only by social democracy; libertarian democracies are defective in failing to protect their citizens adequately against social, economic, and environmental risks that only collective action can obviate. Ultimately, social democracy provides both a fairer and more stable social order. But can social democracy survive in a world characterized by pervasive processes of globalization? This book asserts that globalization need not undermine social democracy if it is harnessed by international associations and leavened by principles of cultural respect, toleration, and enlightenment. The structures of social democracy must, in short, be adapted to the exigencies of globalization, as has already occurred in countries with the most successful social-democratic practices.

Gendering the State is a ground-breaking collection of studies that examines the efforts of women in countries all over the world to frame public policy debates on nationally critical issues in gendered terms.
