The Farm Labor Problem: A Global Perspective explores the unique character of agricultural labor markets and the implications for food production, farm worker welfare and advocacy, and immigration policy. Agricultural labor markets differ from other labor markets in fundamental ways related to seasonality and uncertainty, and they evolve differently than other labor markets as economies develop. We weave economic analysis with the history of agricultural labor markets using data and real-world events. Puerto Rico, Hawai'i, and California share the experiences of conquest and annexation to the United States in the nineteenth century and mass organizational struggles by rural workers in the twentieth. Organized Agriculture and the Labor Movement before the UFW offers a comparative examination of those struggles, which were the era's longest and most protracted campaigns by agricultural workers, supported by organized labor, to establish a collective presence and realize the fruits of democracy. Dionicio Nodín Valdés examines critical links between the earlier conquests and the later organizing campaigns while he corrects a number of popular misconceptions about agriculture, farmworkers, and organized labor. He shows that agricultural workers have engaged in continuous efforts to gain a place in the institutional life of the nation, that unions succeeded before the United Farm Workers and César Chávez, and that the labor movement played a major role in those efforts. He also offers a window into understanding crucial limitations of institutional democracy in the United States, and demonstrates that the widespread lack of participation in the nation's institutions by agricultural workers has not been due to a lack of volition, but rather to employers' continuous efforts to prevent worker empowerment. Organized Agriculture and the Labor Movement before the UFW demonstrates how employers benefitted not only from power and wealth, but also from imperialism in both its domestic and international manifestations. At the outset of World War II, California agriculture seemed to be on the cusp of change. Many Californians, reacting to the ravages of the Great Depression, called for a radical reorientation of the highly exploitative labor relations that had allowed the state to become such a productive farming frontier. But with the importation of the first braceros—“guest workers” from Mexico hired on an “emergency” basis after the United States entered the war—an even more intense struggle ensued over how agriculture would be conducted in the state. Esteemed geographer Don Mitchell argues that by delineating the need for cheap, flexible farm labor as a problem and solving it via the importation of relatively disempowered migrant workers, an alliance of growers and government actors committed the United States to an agricultural system that is, in important respects, still with us. They Saved the Crops is a theoretically rich and stylistically innovative account of grower rapaciousness, worker militancy, rampant corruption, and bureaucratic bias. Mitchell shows that growers, workers, and officials confronted a series of problems that shaped—and were shaped by—the landscape itself. For growers, the problem was finding the right kind of labor at the right price at the right time. Workers struggled for survival and attempted to win power in the face of economic exploitation and unremitting violence. In 1975, after vigorous campaigning by the United Farm Workers union, the state of California passed the Agricultural Labor Relations Act (ALRA), a pioneering self-help strategy granting farm workers the right to organize into unions. A quarter century later, only a tiny percentage of farm workers in the state belong to unions, and wages remain less than half of those of nonfarm employees. Why did the ALRA fail? One of the nation's foremost authorities on farm workers here explores the reasons behind its unfulfilled promise.Philip L. Martin examines the key features of the farm labor market in California, including the shifting ethnicity of the worker pool and the evolution of the major unions, beginning with the Wobblies. Finally, he reviews the impact of immigration on agriculture in the state.Today, many states look to the California experience to assess whether the ALRA can serve as a model for their own farm labor relations laws. For more than a decade the trend toward increased mechanization in U.S. agriculture has been the source of farm worker protests, legislative hearings, and lawsuits. (The recent case pitting the University of California’s prestigious agriculture research establishment against Cesar Chavez and the United Farm Workers is a prominent example of such litigation.) A key question in the controversy is whether federal and state governments should continue to invest more than $1 billion per year in the development of large-scale, capital-intensive technologies known to have significant social costs. Opponents of continued public support for these new technologies argue that they will eliminate thousands of farm jobs when the nation already suffers from a serious unemployment problem; proponents contend that such capital-intensive technologies keep food prices down for consumers while generating the potential for increased wages for farm workers. This book explores both sides of the debate, tracing the history of the mechanization issue and assessing the economic and sociological bases of the opposing positions. Maintaining that present methods of analysis are not adequate for resolving the conflict, Professor Price suggests an alternative approach, highlighted by a detailed case study of the costs and benefits generated by a new harvest technology adopted in the tomato-processing industry in California. He singles out the role of market structure as the most important variable in the distribution of benefits resulting from mechanization. Finally he relates his research findings to policy alternatives concerning farm mechanization in general, as well as to other problems involving technological change.
