"Feasibility of Third World Long Range Ballistic Missile Threat" presents the results of a United States aerospace industry study which assesses the likelihood of a Third World country developing a long range (3,000-10,000 km) ballistic missile (LRBM) system and the estimated time to field it. A 10,000-km range ballistic missile launched from North Korea, for example, can reach the western and central regions of the United States. Likewise, a 5,000-km range missile launched from Iran could reach cities throughout Western Europe. The study contains four technical sections: historical developments and technology migration, trends in Third World ballistic missile weaponry, threat development on a compressed schedule, and candidate LRBM configurations. The report is unclassified because it drew exclusively upon unclassified sources of information. The study traces the history of the LRBM threat from Germany's V-2 rockets of World War II to the present II shows how Third World countries could quickly field and launch LRBMs with technical assistance and components imported from developed nations. The Study examines five different options by which a Third World country could achieve a long range ballistic missile capability: Buy a long range ballistic missile; Buy and convert an available space launch vehicle; Cluster or stack existing tactical missiles as boosters; Design and build a booster and use existing tactical missile for upper stage; or Design and build an entire missile. The flight stability and performance characteristics of feasible Third World missile configurations are based on industry experience in the design of missile systems and verified by the use of standard engineering analysis tools and missile flight simulations. The report contains the estimated time required for a Third World nation to develop each option as measured from program start to first launch.

Spurred by a perceived growing ballistic missile threat from withinthe Asia-Pacific region and requests from the United States to supportresearch and development on components of a missile defense system, the Japanese government decided in late 1998 and early 1999 to move forward with joint research and development with the United States on ballistic missile defense (BMD). This book explores both the benefits and potential problems of deploying a BMD system in Japan. It examines the main policies and actions undertaken thus far by Japan in the area of BMD, discusses several future milestones and likely next steps, and identifies the major Japanese individuals and organizations influencing future decisions on BMD. It also assesses how such issues as alliance maintenance, cost, feasibility, commercial incentives, and Chinese behavior are addressed by key Japanese players. It finds that, to date, Japan has undertaken no effort to develop or acquire a dedicated BMD system nor has it assessed in any thorough or systematic manner the larger political and strategic implications of a BMD system. More importantly, no consensus has yet emerged in favor of the development or deployment of a full-fledged BMD system in Japan. The book concludes that Japan could gradually acquire many of the elements of a BMD system while avoiding an explicit, formal deployment decision. The development or deployment of a complete BMD system with the United States, however, will likely pose many challenges to the U.S.-Japan alliance.

In Asia, such countries as the People's Republic of China, Brazil, India, Pakistan and Singapore utilise the human and material resources within the Armed Forces for national growth and cohesion. Development effort is least in the African Region, except South Africa and Egypt; notwithstanding the high potentials as exhibited by Nigeria's Armed Forces. Although attempts to industrialise through the Armed Forces may be able to create economic development for developing nations, such factors as historical background, economic resources, political climate, government policies and infrastructure are equally important. Economic development programme of an aspiring country should: i. promote education and access to knowledge ii. aspire to economic self-sufficiency in economic power iii. allow and promote private sector and foreign participation in defence production, research and development iv. commit itself to the establishment and support of defence industries v. indigenise defence programmes, establish a balance between military and economic development and vi. mobilise the nation's economy through technology partnership with the private sector and foreign investors.

China’s anti-ship ballistic missile (ASBM), the DF-21D, has reached the equivalent of Initial Operational Capability. Although it probably has been deployed in small numbers, additional challenges and tests remain. This study examines the ASBM’s capability and history, showing how the DF-21D meets multiple priorities in Chinese defense modernization and in the national security bureaucracy, as well its implications for the United States. The ASBM’s physical threat to U.S. Navy ships will be determined by the development of associated systems and organizations, which currently limit data fusion and coordination in the complex task of identifying a U.S. aircraft carrier in the open ocean. Still, the ASBM poses a direct threat to the foundations of U.S. power project in Asia and will undermine the U.S. position, unless efforts to counter its political-military effects are taken.
