"The federal government invests billionsin information technology (IT) eachyear to help agencies accomplish theirmissions. Federal law, particularly theClinger-Cohen Act of 1996, hasdefined the role of Chief InformationOfficer (CIO) as the focal point for ITmanagement within agencies. Giventhe longstanding challenges thegovernment faces in managing IT andthe continued importance of the CIO,GAO was asked to (1) determine thecurrent roles and responsibilities ofCIOs, (2) determine what potentialmodifications to the Clinger-Cohen Actand related laws could be made toenhance CIOs' authority andeffectiveness, and (3) identify keylessons learned by CIOs in managingIT. To do this, GAO administered aquestionnaire to 30 CIOs, comparedresponses to legislative requirementsand the results of a 2004 GAO study,interviewed current CIOs, convened apanel of former agency CIOs, andspoke with the Office of Managementand Budget's (OMB) Federal CIO."
