Unreliable real property data has been a long-standing problem for federal landholding agencies. Under the President¿s real property initiative, agencies are being held accountable for, among other things, improving the accuracy of their real property inventory and disposing of unneeded property. The U.S. Army Corps of Engineers, the fourth largest landholding agency, uses the Real Estate Management Information System (REMIS) for recording its civil works inventory. The author was asked to determine whether REMIS could provide reliable information on the Corps¿ civil works land disposals from FY 1996 through 2006. Includes recommendations. Charts and tables.

The fed. gov't's. real property portfolio includes almost 400,000 buildings that are located throughout the country and are owned and leased by different federal agencies. The federal government has made some progress addressing previously identified issues with managing federal real property. This includes establishing the Federal Real Property Council which created the Federal Real Property Profile (FRPP) database managed by the GSA. This report determined the extent to which: (1) the FRPP database accurately describes the nature, use, and extent of excess and underutilized federal real property; and (2) progress is being made toward more effective management of these properties. " The federal government owns underutilized properties that are costly to operate, yet challenges exist to closing and disposing of them. To obtain value from these properties, some agencies have used EULs, which are generally long-term agreements to lease property from the federal government in exchange for cash or non-cash consideration. However, agencies also incur costs for EUL programs. We have previously reported that agencies should include all costs associated with programs' activities when assessing their values. This report addresses (1) the extent to which agencies attribute the full benefits and costs of their EULs in their assessments of their EUL programs and (2) the experiences of agencies in using their EUL authority. GAO reviewed property data and documents from the largest civilian federal real property agencies including four agencies that use EULs-VA, NASA, the Department of State, and the Department of Agriculture-and applicable laws, and regulations and guidance. GAO visited nine sites where agencies were using EULs. "

In 2012, federal agencies reported to the Federal Real Property Council (FRPC)--an organization comprised of all real property holding federal agencies--that they are responsible for operating over 480,000 federally owned structures. Information about these structures is recorded in the FRPC's Federal Real Property Profile (FRPP), the government's comprehensive database that describes the nature, use, and extent of federal real property. About 176,000 of those structures are operated by civilian federal agencies. The federal government manages a wide variety of structures. Some of these are common across agencies, such as roads and parking structures, while some are more specific to agencies' missions, such as historic structures or particle accelerators. This book examines the scale and scope of federally owned or leased structures; how federal agencies track and categorize federal structures; and the extent to which the challenges federal agencies face in managing buildings also apply to structures. This book also identifies actions agencies have taken to manage historic federal buildings; and any challenges they have faced.
